Job summary:

Bayader in partnership with Catholic Relief Services CRS, is on the process to starts implementation of a project that provides rapid and responsive multi-purpose cash, food assistance, shelter and settlements (S&S), water, sanitation, and hygiene (WASH), and protection support to conflict-affected communities in Gaza. The project’s goal is to ensure that conflict-affected households in Gaza meet their immediate needs and strengthen their capacity to shocks. Given the rapidly evolving emergency and changing security environment, a flexible approach is envisioned to be continually adapted in response to field conditions. The project’s objectives are:

  1. Conflict-affected households meet their basic needs, including food.
  2. Conflict-affected households live in safe and dignified shelters with access to WASH services.
  3. Conflict-affected households have improved wellbeing through psychosocial support activities.

Bayader is seeking highly skilled staff to be hired for the following position:

Position Title: Project Finance (Account) – Full Time

# of Position Available: 1

Place: Bayader Office, Khan Younis

Reports To: Acting Financial Manager (AFM)

Duration: 9 Months

Targeted Area: Khan Younis Area, currently at Almawassi and subject to change within Khan Younis area per the changed on security context.

 

Key Responsibilities:

  • Develop and manage project budgets in collaboration with the project manager, acting fincial manager and other stakeholders.
  • Monitor and forecast project expenditures, ensuring that spending aligns with the budget and identifying any discrepancies.
  • Assist in the preparation of project financial plans, cash flow forecasts, and budget amendments as required.
  • Prepare accurate and timely financial reports for internal and external stakeholders, including donors, project managers, and senior management.
  • Ensure compliance with donor and organizational financial reporting requirements.
  • Track project expenses and ensure they are accurately recorded in the financial management system.
  • Review and process invoices, payment requests, and expense reports related to the project.
  • Ensure that all financial transactions comply with organizational policies and project guidelines.
  • Monitor and manage cash advances and reconciliations for project activities.
  • Support internal and external audits by providing necessary financial records and documentation.
  • Ensure that project financial practices comply with local laws, donor regulations, and organizational policies.
  • Maintain accurate records of all project-related financial documents for audit purposes.
  • Implement financial controls to safeguard project funds and resources.
  • Conduct periodic financial reviews to assess risks, ensure compliance, and suggest corrective actions where necessary.
  • Reconcile project accounts and manage discrepancies, ensuring accuracy and transparency in financial records.
  • Provide financial guidance and support to project managers and teams to help them understand financial reports and budget implications.
  • Participate in project meetings and provide updates on financial performance, risks, and issues.
  • Ensure effective communication between the finance department and project teams.
  • Prepare financial reports and documentation required by donors in a timely and accurate manner.
  • Liaise with partner on financial matters, ensuring compliance with donor-specific financial guidelines.
  • Ensure that all donor funds are tracked and utilized as per the agreements and that any unspent funds are managed according to donor rules.
  • Train project teams on financial processes, budgeting, and reporting to ensure understanding and compliance.
  • Develop financial tools and resources to support the project team’s financial management skills.

Job Requirements

Qualification and Experience:

  • Bachelor's degree from accreted university with at least good grade in Accounting, Finance, or a related field or a related field with a minimum of 2 years of experience in the field of
  • Experience working within the NGO sector at least 1 years and a strong background in initiating and implementing programs. 
  • Strong knowledge of financial management principles and accounting standards.
  • Proficiency in accounting software.
  • Strong analytical and problem-solving skills.
  • Strong communication skills and interpersonal skills, and proven ability to build effective working relationships with community stakeholders.
  • Proven writing skills to prepare quality and analytical reports in English & Arabic.
  • Detail-oriented with excellent organizational skills.

Must be available to work with varied schedules including extensive afternoons and weekends as needed.
