Project Manager

Jerusalem Water Undertaking (JWU) is willing to recruit a project manager to manage and supervise the project “Regional Sewerage Ramallah – Phase 1” which is financed by the Government of the Federal Republic of Germany through KFW.

Competition:
The submitted applications and CVs will be evaluated to achieve a short list of only (6) six candidates to be invited for interview.

Requirements and Qualifications:
-At least Bachelor in Civil Engineering from reputable university, with (8 years) Eight years minimum experience in the wastewater sector, at least 5 years of relevant experience in management and implementation of large scale construction and rehabilitation projects;
-Working experience with donors and development cooperation;
-Knowledge in public procurement procedures;
-Proven experience in dealing and liaising with PA organizations and municipalities;
-Excellent command of written and spoken English and Arabic;
-Registered with Engineers Association – Jerusalem Center;
-Excellent command of relevant computer applications including word processing, spreadsheets, and handling internet applications;
-Must have strong teamwork and leadership abilities.

The Project Manager will be responsible for the following tasks:
-Facilitate the coordination between JWU and the engineering departments of Ramallah, AlBireh and Betunia municipalities as well as MoLG and PWA;
-Coordinate and follow-up of the tenders for the implementation consultant and other consulting services provided as part of the accompanying measure;
-Follow-up on the land purchase/acquisition process in particular with the MoF, PWA, the municipalities, MoLG and all related authorities and organizations;
-Follow-up on the approval and permitting process for the investment measures with needed authorities;
-Preparation of the transfer of personnel for operation and maintenance from the municipalities;
-Support JWU in the coordination and follow-up with the implementation consultant;
-Support JWU in the supervision of construction works;
-Follow-up with the municipalities on the timely collection of the connection fees (Palestinian contribution to the investment budget).
-Follow-up on all other matter important for the implementation of the project as lined out in the developed Action plan including regular coordination with and reporting to the relevant Palestinian institutions and KfW.
-Performs other related duties as and when required.
