DESCRIPTION
Oxfam Italia is an independent NGO established in Italy (Arezzo) at the beginning of the ‘70s and now working in several countries. Oxfam Italia was born from the experience of UCODEP, an Italian NGO committed for over 30 years in the struggle against poverty and injustice. Oxfam Italia is the Italian member within the Oxfam Confederation, the fourth international coalition in the world, specialized in humanitarian aid and development programmes.

OXFAM ITALIA PROGRAMME IN GAZA
Oxfam Italia is currently implementing both recovery and long-term development projects in the agriculture sector (urban and peri-urban areas) with a specific focus on most vulnerable groups (herders and farmers) and specific attention to women. In view of expected developments of our activity, we are looking for candidates to integrate our staff. In particular, we are looking to professionals combing project management experience with knowledge in relation to value chain development, M4P, small and medium enterprises development, women economic empowerment.
MAIN RESPONSIBILITIES
-Lead Project local staff, the Security/logistics officer, and the short-term experts to accomplish project’s results, overseeing that all programmatic, administrative, logistic, financial and M&E aspects are timely and effective implemented.
-Ensure local staff and national and international experts management pertaining to the project: selection, training, terms of reference elaboration, supervision, evaluation, staff development in consultation with the line manager;
-Under the supervision of the line manager, build and maintain relevant relationships and develop networks with relevant governmental institutions, local authorities and other actors that play a key-role within the project’s intervention areas, and participate to relevant sector coordination meetings organized by international and local agencies as well as to coordination mechanisms with other Oxfam affiliates;
-Contribute to internal and external communications activities by providing adequate information on the activities implemented and project’s achievements
-Compile, implement and monitor the overall work plan and achievement of benchmarks for all activities, including expenditure plans identifying cash needs, flows and payments;
-Coordinate UPA project activities with other projects implemented by OIT and Oxfam GB in the Gaza Strip;
-Catalyse all project internal and external actors towards an efficient M4P strategy leading and steering the project towards a facilitating approach to development of service supply, training and extension and policy frameworks for an efficient urban agriculture sector for the local market;
-Ensuring proper financial management so that project funds are properly disbursed and reported according to donor procedures; in particular ensuring : a)expenditure is in accordance with the project document and project work plans; b) accounting records and supporting documents are properly kept and financial reports are prepared;
-Follow SDC donor procedures, rules and relatives agreement set by the contract so that financial operations are transparent and financial procedures/regulations are properly applied;
-Prepare technical and financial reports to be submitted to the donor on project progress and implementation issues;
-Prepare together with the Local Gaza Team (LGT), the monitoring and quality officer and RUAF team leader a monitoring plan and implement it according to the project time spam through regular group discussion and project sites’ visits, this includes carrying out baseline surveys, facts analyses, results measurements, mid-term reviews, end-line surveys and final evaluations;
-Together with the MEAL Officer draft lessons learned and best practices for dissemination to the donor, OIT and RUAF and to other agencies and interested parties, and ensure synergetic programming and cross-program collaboration;
-Ensure that all staff (including short term experts) abide to required security rules embedded in the Oxfam Security Management Plan;
-Attain to the recommendations given by the Steering Committee in apply required changes and new directions for improvements in the project’ implementation.
-Coordinate workshops and ensure that consultants’ missions are timely and properly organised and structured according to the external audience.
-Undertake regular monitoring and support visits (together with the project’s team) to projects sites and activities providing feedback, recommendation of improvement and changes;
-Develop reports and tools that facilitate staff and partners to document lessons learnt and models of good practice;
-Represent, together with the Institutional Development and Policy Facilitator, the programme and the Consortium vis-à-vis Gaza authorities, INGOs and Local NGOs in Gaza.
-Ensure that LGT and short term experts own the project and enhance their required leadership skills to facilitate the Value Chains Platforms and the M4P approach with involved stakeholders;
-Coach and lead the LGT and project staff, including short-term experts, in mainstreaming gender along the overall work required by the project not only in external relations: involving and outreaching women in the “forward” marketing activities scoping for new opportunities/ ways of implementation but also in the internal relation among the team in being gender-sensitive and able to properly understand gender interrelation and its implications;
-Stimulate capacity development through support and coaching to the team members in improving M4P skills and identify further learning and training opportunities;
-Motivate and build a M4P specialized team through annual performance appraisal and evaluation sessions discussion on progress against work plans.
QUALIFICATIONS AND BEHAVIOURAL COMPETENCIES
-At least 10 years working experience, out of which 5 in positions of project programming and management. Previous experience in managing rural development projects, value chain development, market for poor, small and micro enterprises development and women economic empowerment will be considered as a strong criteria for selection;
-Advanced university degree in subjects relevant to the content of the project;
-Sound knowledge of main donors procedures (including EU) substantiated by previous positions as project manager;
-Strong administrative skills (financial and reporting as well as HR management) and advanced IT skills;
-Substantial experience in management of multi-partner projects/programmes; proactive aptitude in building and managing partnerships with different bodies and institutions; experience in representing an organization with partners, government agencies, private sector organizations, international stakeholders and donors;
-Very good report writing skills and excellent written and verbal communication skills;
-Working experience in the Middle East and in the Occupied Palestinian Territory and solid understanding of their history and of the key cultural, economic, institutional and political features will constitute an asset;
-Fluency in English and Arabic Language. Knowledge of Italian is an asset;
-Substantiated team building, facilitation and negotiating skills. Target oriented and problem solving aptitude. Diplomatic and confidentiality skills;
-An active commitment to promoting gender equity and the interests of marginalized people in all aspects of the organization’s work;
-Willing and able to travel frequently in the country.
