ASSIGNMENT
Ensure the feasibility and sustainability of the project’s activities and results related to women’s economic rights, including the income generating projects in isolated areas.
Ensure that the project fulfils the requirements according to EU guidelines, rules and regulations.

BACKGROUND
Alianza por la Solidaridad (ApS)/ Alliance for Solidarity is a civil society organization born in 2013 of the union of International Solidarity, Habitáfrica and Ipade. In the Middle East, APS work is building on the previous work done by Solidaridad Internacional (SI).
One of the main strategies of APS in the oPt focuses on strengthening women’s rights, including Sexual and Reproductive Health and Rights (SRHR), combating Gender-Based Violence (GBV) and women’s Economic Rights. APS, together with TAM (Women Media and Development Organization, the applicant) have been funded by the EU and Caritas France to implement a thirty two months' project, under the NSA call, aiming at strengthening civil society capacities for socio-economic empowerment of women from the most vulnerable areas in the oPt. Thus, the project is being implemented in the Jordan Valley (Jericho Governorate), and it aims at strengthening the capacities of civil society (CSO) to engage effectively in the promotion of women’s socio-economic rights in alignment with the 2 priorities of the Call for Proposals: (1) socio-economic empowerment of vulnerable groups, in particular women, through income generating activities accompanied by measures to create an enabling environment for these activities to succeed; and (2) local communities’ engagement in development planning through the work with CBOs and local authorities.
Starting in January 2014, the project aims specifically at strengthening the civil society capacities for socio-economic empowerment of women from the most vulnerable areas of the occupied Palestinian territory (oPt) in order to become actors for change in local development processes for more equal and democratic societies. Several activities have already been implemented during the last 22 months to improve the capacities of 10 CBOs in advocacy, mobilization and women socio-economic rights (Result 1); strengthen the capacities of 120 women in situation of vulnerability to develop and run income generating projects (Result 2); increase community awareness on women´s socioeconomic rights (Result 3) and enable spaces of dialogue between non-state actors and authorities at local and district level (Result 4). The target areas of the project are the communities of Jiflik, EainALsoltan camp, Fasayel, Zubeidat, Marj Naajeh, Marj Ghazal, Dyook and Jericho city located in the Jordan Valley – Jericho Governorate. The direct target population is women´s CBOs, Youth Clubs, women elected as local authorities and women potential entrepreneurs.
The aim is strongly coherent with the European Commission objective to promote a framework conducive to the expression of different stakeholders’ views and strengthen civil society role as promoter of a functioning democratic society. The project’s aim is fully consistent with the global and specific objective and both priorities of the present Call. Both in terms of vulnerable groups and geographical areas targeted (communities in area C in the Area C in the Jordan valley); the action is contributing to the specific objective of the programme of NSA in Palestine.
While TAM is the applicant and main project implementing partner, ApS’ role, as co-applicant, lies on its expertise world-wide on economic sustainability and women's economic rights as well as on its extensive experience on EU funded projects to guarantee the quality in terms of result-based management and human rights and gender-based approaches.
ApS needs to recruit a Project Manager that ensures the last quality check of the project implementation, according with EU guidelines and regulations; provides expertise and technical advice to the partner (TAM) and the project community´s stakeholders on Economic Rights and sustainability of economic projects in isolated areas and that liaise with ApS headquarters in Spain to ensure the organization’s know-how.
MAIN TASKS
Project Cycle Management:
-Provide highly quality expertise and advice on women´s economic rights to the implementation of the above mentioned project activities, ensuring that gender approach is mainstreamed in the whole process.
-Monitor the implementation of the project, logical frame work and work plan, and achieving all results, objectives and goals in the targeted areas.
-Follow up the Monitoring and Evaluation Plan of the project and follow-up its implementation accordingly to ensure that all indicators are reached by the end of the project; reviewing all of tools needed and ensuring that is done from a result-based management and human-rights approaches. In coordination with TAM, ensure that the project complies with EU’s operation and technical requirements and standards;
-Follow up all implementation processes and activities, and support the project coordinator at TAM. In coordination with TAM, actively participate in key project’s activities, namely:
-Preparation for and implementation of the media campaign scheduled for the 8th of March
-Ensure effective support is provided to the 10 partner CBOs in the implementation of their awareness campaigns
-Follow up and ensure that all women businesses receiving grants are formally registered
-Monitor the women’s businesses receiving grants and document the challenges and opportunities they face
-Coordinate with TAM to guarantee that CSOs and CBOs are active in the existing Civil Society platforms, thus providing tools for networking and consolidating the channels for social and political participation
-Ensure the continuance of the documentation of human and women’s rights violations
-Participate in ApS-TAM monthly technical meetings to oversee the project’s progress according to the timeframe
-Prepare and participate in the quarterly Project’s Steering Committee meetings
-Undertake periodical field visits to the project’s communities to ensure successful delivery of the project’s results
-Liaise with the Financial Team when needed
-Identify innovative experiences and “lessons learned” from the project implementation
-Support the Country Representative and the Women's Rights Regional Coordinator in the development of and fundraising for future interventions in women’s economic rights
Reporting:
-Review and modify the monthly and quarterly reports drafted by the project coordinator
-Ensure appropriate and timely reporting and submission of quarterly and interim reports according to EU rules, objectives and goals per the specific and general conditions and regulations of the European Commission
Communications and Advocacy:
-Oversee the implementation of the Communications and Visibility Plan of the project and provide needed support
-Participate in coordination with TAM in periodical meetings with local authorities and other relevant stakeholders of the project including the Advocacy Group created through the project, as well as with other stakeholders working on Women´s Economic Rights representing ApS
-Liaise with ApS HQ to ensure that organization’s expertise on Women’s Economic Rights is provided
-Prepare briefings of the project results and other summaries regarding the national / local context on Women´s Economic Rights when requested
-Promote a positive work environment within ApS office and with partner organizations
-Contribute effectively to overcome the challenges and solving the problems faced during the project implementation
-Follow-up the project coordinator work and provide support, assistance and advice necessary to get the job done excellently
Security:
-Apply and adhere to the internal safety regulations.
REQUESTED KNOWLEDGE AND EXPERIENCE
-Advance degree in economic/business administration/economic development or other related field. Master preferred;
-Additional studies in Gender and Development, Women Economic Rights, Human Rights etc. considered an asset;
-Minimum five years experience of economic development or development programming experience, including practical experience in income generating projects in development settings, value chain development, and microfinance or livelihood projects in isolated areas;
-Previous experience with EU funding;
-Exceptional sector-specific technical skills and knowledge: Ability to design and deliver training for different levels of audience;
-Demonstrated skills and experience in complex program design and monitoring. Strong analytical and strategic planning skills;
-Previous experience in oPt considered an asset;
-Excellent management and administrative skills;
-High level of interpersonal skills and cultural sensitivity to effectively interact with all level of staff;
-Self motivated and well organized;
-Professional level fluency in English and Arabic required. IT skills including Microsoft Word and Excel software.

WE OFFER:
