THE JOB
Courtesy of its Inclusive Local Development (ILD) project titled MULTISTAKEHOLDER INITIATIVE TOWARDS A MORE EFFECTIVE RESPONSE TO PERSONS WITH DISABILITIES' NEEDS AND DEMANDS IN THE STATE OF PALESTINE funded by the Ministry of Foreign Affairs Luxembourg and the European Union, and being implemented until December 2017, HI seeks to recruit a Project Manager seeking to manage its implementation.
THE PROJECT
The main objective of the project is to improve the inclusion of persons with disabilities in community life in the State of Palestine.
EXPECTED RESULTS
-Services provided by physical rehabilitation centers in the State of Palestine are based on a user-centered approach, and collaboration and referral mechanisms between key stakeholders are improved.
-PWDs in 2 governorates of the West Bank have access to a wider range of services through strengthened community-based rehabilitation programs
-Multi-stakeholder collaboration on disability issues is developed in 3 municipalities of the West Bank and inclusive pilot initiatives respond to key needs of PWDs
-In Gaza, multi-stakeholder and community-based coordination mechanisms ensure that People with Cerebral Palsy and Multiple Disabilities (PwCP/MD) are informed and referred to appropriate local services
OBJECTIVE OF THE POSITION
Under the line management of the Field Coordinator and in support of the Project team, the Project Manager will oversee the overall quality management and implementation of all project related activities

FUNCTIONAL RELATIONSHIPS
Internal: Rehabilitation Project Manager, HIWAR Senior Project Officer, and Support Services, Head of Mission
External: Project Beneficiaries and Humanitarian and Development Actors
DESCRIPTION OF RESPONSIBILITIES
Responsibility 1: Overall Project management and implementation including budget management
-Define and formalize project methodologies, work-plan and monitoring plan
-Prepare Budget plans and forecasts as well as financial reports related to the project
-Ensure follow up of operational lines’ consumption
-Update procurement plan for the project
-Ensure the project staff comply with financial and administrative procedures
-Ensure activities are Implemented in order to achieve the expected results
-Follow up qualitative and quantitative indicators
-He/she adjusts the project methodologies to ensure their relevancy and adequacy to the evolving context
-Prepare all purchase requests for consumables and liaise with support services to ensure timely purchases
Responsibility 2: Team Management
-Distribute and supervise work of the team members
-Prepare and conduct periodical appraisals for project staff
-Ensure that all appraisal documents are made available to the project team before appraisal and that completed and validated documents, including individual objectives, are communicated on time to human resource department
-Ensure coordination within the team (intra-team management) and with other HI project teams (inter team-management)
-Ensure that operational, administrative & logictics procedures are respected by project staff
-Follow up on staff leave in collaboration with human resource department
Responsibility 3: Partnership management
-Ensure representation of HI towards implemeting partners for the project.
-Follow up on partners role and responsibilities within the frame of the project.
-Set up a coordination mechanism (steering committee) for the project with relevant stakeholders.
-Follow up upon the partners’ obligations including financial reporting and provide them with necessary coaching
Responsibility 4: Monitoring, Evaluation and Reporting
-Submit a monthly internal report on the project under your responsibility
-Update on a monthly basis the HI Planning and Monitoring ImplementationTool
-Prepare donor reports according to schdule and requirements set in the donor(s) contract(s).
-Submit monthly updates for the HI internal newsletters.
-Ensure the alignment of developed data collection tools to documentation of indicators and measurement of progress made
-Supervise the development of methodologies and tools for the project
-Facilitate project capitalization and ensure that good practices under the project are identified
-Maintain a beneficiary database
-Support organization of field visits related to project monitoring or project visits from HQ and/or the Regional office
-Ensure all documents are filed based on list of all documents/tools produced under the project
Responsibility 5: Project development
-Participate to the design of new projects and carry out assessments when required
-Participate in the writing of concept notes and proposals
Responsibility 6: Representation
-Represent HI in sectoral cluster meetings related to the project in the area of intervention.
-Attend workshops, seminars, meetings and conferences related to the project in the area of intervention.
-Represent HI towards stakeholders in the field and area of intervention of the project.
-You may be asked by your line manager to represent the organization in other fora.
DURATION OF CONTRACT:
The duration of contract is for 12 months, full time position ; expected starting date: End February 2016
THE SUCCESSFUL CANDIDATE
Will have
-Degree (Masters Preferred) in Development studies or Social fields (Sociology, Social Sciences, protection)
-Excellent oral and written English skills
-At least 5 years’ experience in project management with INGOs preferably in the disability field.
-Strong budgeting skills
-Strong communication and reporting skills
-Strong organizational skills
-Strong interpersonal and intercultural skills
-Ability to work under pressure
