Background:
Palestinian Education coalition (PEC) is an independent, non-profit coalition, consisting of networks, coalition, non-governmental organization, community-based organizations, teachers' union, associations and other sectors which are interested in education in the country. PEC seeks to unite and mobilize the efforts of civil societies to ensure the accomplishment of the goals of Education for All. The founding of the Palestinian education coalition for Education for All comes within the framework of the Global Campaign for Education “GCE” that was based on Jomtien conference 1990 and Dakar conference in April 2000.
PEC is committed to achieve the following three objectives:
1-Enhance the status of the Palestinian Education coalition (PEC) , increase its impact and promote it locally, regionally and internationally.
2-Pressure and influence decision makers to enact and activate laws and regulations to ensure that policies and budgets meet the government’s obligations towards achieving the goals of Education for All.
3- Develop the institutional structure of Palestinian Education Coalition.
At the national level, civil society education coalitions work to promote progress toward Education for All (EFA) and education objective 2030, national education goals and other critical education issues through public awareness, mobilization, policy participation, advocacy, research and monitoring activities.
PEC is currently implementing “The Civil Society Education Fund” (CSEF) project .This project helps to operationalize the role of civil society in driving international and national progress towards Education objective 2030 and other national education goals. Through CSEF, civil society education coalition are building its capacity ,facilitating cross-country and cross-regional learning across civil society networks, strengthening their participation in national education sector planning and policy processes, building greater public awareness of and engagement in education issues, improving the quality of their research, policy and lobbying, and working together across the country and region to share learning and engage with international processes.
For 2016-2018 the ultimate goal (impact) of the CSEF programme is to contribute to better informed national policy dialogue and strengthened government accountability to citizens for the achievement of equitable, inclusive and quality public education. Specifically to
1: Civil Society Engagement in Education Sector Dialogue: To support effective civil society representation and engagement in education sector policy dialogue.
2: Public mobilisation, citizen-led evidence and analysis: To support active public outreach and citizen engagement in the generation / use of research and evidence on quality, equity, financing and education system reform.
3: Linking National, Regional and Global Processes: To ensure global and regional processes relating to GPE and SDG 4 better inform – and are better informed by – national and local civil society.
Job Purpose:
The incumbent is responsible for managing PEC secretariat and ensuring that its different units are functioning in accordance to PEC and GCE policy and procedures. This includes direct supervision of design and implementation of PEC projects and programs ’towards the achievement of Education objective 2030 globally, regionally, and nationally.
The person, specifically, will support the management and coordination of the Civil Society Education Fund and help ensure the programme is delivered effectively. Particular responsibilities include ensuring ongoing information-sharing and communication with CSEF partners, support engagement with the GCE and GPE, Country Support Team, Support production of programme documents, guidelines and reports, and regional coordination tasks
Primary Duties and Responsibilities
Oversee the implementation of strategic objectives of PEC programming in the Palestine:
- Work with the National coordinator to ensure effective overall implementation of the programs in terms of advocacy, content and finance, is in line with the agreed strategic direction.
- Support development and review of programme documents, communication and guidelines, including in relation to CSEF refinement process and proposal submission of coalition for 2017-2018.
- Assist in developing resource diversification strategies, training and follow up with coalition on fundraising in collaboration with the National coordinator of CSEF and all coordinators
- Develop and update templates for field visits and missions.
- Assist in keeping a databank of all relevant CSEF documentation and ensure safe keeping and maintenance of contracts, proposals, reports etc.
- Set up and maintain CSEF calendar
- Support and facilitate the management of Regional Funding Committee processes, including reviewing national funding proposals and participation in RFC meetings as and when needed (including face-to-face).
- Manage the strategic planning workshops and annual planning exercises.
- Maintain regular and effective communication with coalition members and ensure regular reporting on PEC (specifically CSEF) activities.
- Coordinate PEC’s program design, implementation, and evaluation including CSEF project.
- Participate in dialogue with officials in relevant to educational institutions, member states and representatives to ensure the development and implementation of more effective policies in support of education objective 2030.
- Ensure that programming of the coalition are relevant to education objective 2030-related international forums and bodies.
- Raise the profile of PEC with decision makers and opinion formers and increase its impact on Education status in Palestine
- Manage reporting in line with the funding agreement requirements, working closely with the coalitions to ensure full accountability for implementation of activities and the use of the funds.
- Attend or nominate people (staff/coalition members) for relevant events.
Manage and enhance linkages between PEC’s members.
- Ensure strong communication about results promoting the visibility of PEC programs
- Assist the oversight coordinator in identify potential sources of funding for PEC and its member coalitions and lead proposal writing exercises.
- Ensure Education 2030 priority issues are communicated to civil society education coalitions
- Ensure the national coalitions are aware of and effectively contributing to Global and regional education networks related to education sector, in addition to other relevant bodies.
- Lead Coalition assessment exercises and assists in developing capacity building plans for individual coalitions and collectively.
Overall Management of PEC Secretariat staff and operations:
- Support the PEC in developing its capacity to design and implement result based campaigning and advocacy work.
- Maintain regular communication with the National Coordinator, keeping him informed and supporting him to fulfil his role.
- Directly manage PEC secretariat staff and contribute to annual evaluations of performance.
- Call for and chair staff meetings on regular basis.
- Develop the CSEF reports with contributions from other project coordinators and PEC secretariat conforming to funding agreement requirements.
- Support the development of the CSEF national coalition's reports with contributions from other project coordinators and ACEA secretariat conforming to funding agreement requirements.
- In coordination with the M&E and policy and advocacy coordinators, monitor and supervise coalition reports on policy advocacy projects and evaluate the coalitions’ campaigns.
- Manage the PEC budget and work with financial coordinator regarding spending and financial reporting in coordination with the oversight coordinator.
- Supervise M&E, Networking and Learning, and Advocacy Coordinators and provide support to their work and reporting.
- Assist in the preparation of audit
Professional Knowledge and Experience
Knowledge:
- Bachelor degree in Educationsocial science preferable Master degree holder in social .
- At least 5 years’ experience in Education field as well as the work of NGOs in Palestine.
- Knowledge in the following areas is required: includes public policy, international affairs, development issues pertaining to civil society, communications tools, and advocacy theories and principles.
- Knowledge of key national, regional and international institutions relevant to delivery of new policy.
- Proven experience in Gender responsive work is preferrable
Skills:
- Excellent communications skills (written and oral English) presentation, interpersonal, influencing and negotiating skills for engaging with a wide variety of contacts.
- Autonomy and sense of initiative.
- Ability to communicate complex messages in an accessible manner for varied audiences.
- Proficiency in Microsoft office programs.
