MA'AN Development Center is seeking qualified candidates for the position of Gaza Project Manager.

Background on the project:

MA’AN Development Center, in partnership with the Australian Organization “APHEDA,” an organization from the Australian Government, is implementing the AMENCA3 project, “Producing for Profit: enhancing the long-term profitability of small scale farmers and producers.” The AMENCA3 project has been implemented in the West Bank and Gaza since April 1, 2016 and is planned to be completed on April 30, 2019, with possible extension to April 30, 2021. MA’AN is seeking to hire a Gaza Project Manager to supervise the project activities implemented in the Gaza Strip. The Gaza Project Manager will report directly to the Project Manager in the West Bank who is responsible for overall management of the project, and to the Program Manager who is responsible for the overall management of MA’AN’s programs in Gaza. The initial position is for one year with possible extension for another two years depending on funding. 

Job Purpose:  
The Gaza Project Manager will work with a team consisting of one agronomist and the West Bank project team to carry out the objectives of the project, ensuring comprehensive, timely, and high-quality outcomes of the assigned project.

Major Duties:

  • Responsible for accomplishing project goals and objectives required within constraints, such as time, cost, and agreed quality standards.
  • Developing a detailed implementation plan for the project.
  • Supervising the project team and ensuring the timely implementation of activities.
  • Responsible for maintaining the project budget and ensuring that spending is according to plan.
  • Identifying and managing potential risks, taking corrective actions by tackling day-to-day issues head on and reviewing how more serious issues and risks might impact on scope, schedule, quality, and cost.
  • Arranging and participating in field visits, including those requested by APHEDA and DFAT, and reporting on these visits.
  • Arranging meetings with different stakeholders including private sector companies, farmers, and partners’ organizations.
  • Supporting market system analysis, development of annual project plans, and M&E strategies.
  • Monitoring projects’ progress against performance indicators, ensuring targets and results are achieved at the output and outcome level.
  • Undertaking baseline surveys and organizational needs assessments to support capacity building of partners and small-scale producers.
  • Ensuring projects adhere to frameworks, donor regulations, and that all documentation is maintained appropriately.
  • Ensuring data quality within the project and analyzing the data to report on the outcome level.
  • Preparing and reviewing submissions and reports required by MA’AN and donors.
  • Facilitate community level consultations to ensure effective project interventions to meet stakeholders’ needs.

Job Requirements

Job Qualifications:

  • BA with at least five years’ experience or MA with three years in project management, development, engineering, or other related fields.
  • Experience working within the NGO sector.
  • Demonstrated experience in managing projects that support improved market systems.
  • Demonstrated ability and experience in project management and overseeing community development projects (including designing, preparing submissions to donors, monitoring, reporting, and partnership building).
  • Demonstrated experience in financial management, especially of project budgets including planning, monitoring, currency exchange, acquittals, and reporting.
  • Demonstrated experience in monitoring and evaluation.

Professional Skills:

  • Ability to work under pressure, meet deadlines, prioritize workload, and multi-task.
  • Excellent communication skills and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners, and donors.
  • Proficiency in Microsoft Office applications, particularly Word and Excel.
  • Fluency in both English and Arabic languages including both written and verbal communication skills.
  • Excellent reporting skills in both English and Arabic.
  • Advanced computer literacy.
