Recruitment of a Project Manager for the PNSP/NSU

The PLO Negotiations Affairs Department (NAD) wishes to recruit a highly skilled, energetic and dedicated Project Manager to manage the "Palestinian Negotiation Support Project The Negotiations Support Unit", to be located in Ramallah. The main objective of the project is to provide expert legal, policy and communications advice to the NAD and related Palestinian institutions on a range of issues related to permanent status negotiations.
The main tasks of the Project Manager are:
-Daily monitoring of project activities, both planned and "ad-hoc", to ensure their compliance
with NAD's political strategy, the project mandate and quality assurance procedures « Ensuring that the NAD is kept fully informed of, and has provided approval for, all project activities and staffing decisions
-Monitoring the external political, institutional and security environment and undertaking regular assessments of risks and opportunities to project efficacy before developing strategies to mitigate those risks and maintain the safety of all project staff at all times
-Coordinating the development of project workplans by project staff and securing final approval of workpian from NAD
-Ongoing monitoring performance Of project against workplans
-Producing Progress Reports, securing NAD approval of reports and discussing their conclusions with project donors
-Leading internal assessments of project impact, in coordination with NAD and staff
-Leading recruitment of permanent staff
-Coordination of annual performance reviews for staff
-Leading recruitment and contracting of consultants
-Ensuring compliance of all staff with project procedures concerning professional behaviour, internal document reviews, counterpart approval of work, records management & archiving, office security etc.
-Continuously refining and improving internal roles and procedures
-Supervising the Financial and Administrative management
Applicants must have:
-An advance academic degree in Law, Economics or Public Administration
-A detailed understanding of the Palestinian-Israeli conflict
-At least 7 years project management experience (including reporting, financial management, resource management, risk management, and project monitoring)
-A proven track record of liaising with government organizations
-Personnel management experience
-Quality focus-(TA)Y/TU
-Demonstrable results achievement in a team context
-IT skills
