UNFPA, in partnership with the Palestinian Ministry of Health (MoH) seeks to strengthen obstetric care in the Gaza Strip. Through partnership with the MoH and other partners in the field, the overarching goal is to support a continuum of care for safe delivery including strengthening the quality of antenatal, obstetric and newborn care. In this context, UNFPA is executing a one-year early recovery project to rehabilitate selected maternities and primary health care centers and to strengthen capacities.
Under the overall supervision of the UNFPA Deputy Representative and the technical guidance of the UNFPA Programme Officer/Reproductive Health, the Project Manager will expedite and coordinate project implementation, including through (1) establishing collaborative relationships with executing and implementing agencies and supporting them technically and operationally, (2) day-to-day coordination with UNFPA country office staff within Gaza and East Jerusalem, and (3) coordination with national and international partners and United Nations sister agencies.
-The planned support entails two components: infrastructure refurbishment and re-equipment;
capacity building and health promotion. To contribute to both components,
the Project Manager will be responsible for the following specific tasks:
-Arrange for and coordinate a feasibility study of selected maternities and primary health care
centers across the Gaza Strip for refurbishments, repairs, and re-equipping of health service delivery points;
-Ensure adequate design considerations for patient flow and infection control measures;
-Closely supervise refurbishing subcontracts, procurement of supplies and equipment;
-Identify capacity building needs of health personnel in the area of quality obstetric care;
-Identify training partners and organize relevant capacity building activities in line with existing
national standards and protocols;
-Conduct regular field monitoring visits to project sites;
-Ensure quality management of UNFPA funds in coordination with relevant UNFPA staff on issues
of procurement, media and finance;
-Participate in review meetings and evaluation missions and develop project progress reports; and
-Facilitate the field visits of UNFPA and/or donor representatives.
The Project Manager will also substantively contribute to the effective management of UNFPA in all
aspects of the reproductive health component of the UNFPA programme in the Gaza Strip
UNFPA is looking for a candidate who has:
-Proven managerial ability for results orientation and commitment to excellence
-Ability for advocacy and advancing a policy oriented agenda
-Integrity, commitment and respect for diversity
-Skills to manage relationships, communicate and develop people
-Ability for analytical and strategic thinking and results oriented
-Ability to work under pressure and meet deadlines
Job Requirements:
-Academic Requirements: University degree in medicine and/or other related health field, with
special reference to hospital management or health systems.
-Experience: At least five years of professional experience, preferably in RH programme
management in public or private sector. Excellent knowledge of the Gaza health system. Experience
with UNFPA or other UN agencies desirable.
-Languages: Fluency in oral and written English and Arabic
-Computer Skills: Proficiency in current office software applications
