Work context
CESVI is an international NGO registered in Italy operating worldwide to support the most vulnerable populations in promoting human rights and achieving their ambitions, for sustainable development. CESVI believes that the recognition of human rights contributes to the wellbeing of everyone on the planet, a shared home to be safeguarded. CESVI is working in Palestine since 1994 and has developed over the years an expertise in the area of water, sanitation, environment and waste management through the implementation of projects in partnership with relevant international and local actors.
CESVI is implementing the project “Green Dheisheh: Improving Solid Waste Management in Dheisheh Camp and its neighbourhood” (West Bank, Bethlehem Governorate), funded by AICS (Italian Agency for Development Cooperation).
The project goals are:
- efficient waste secondary transport and final disposal from Dheisheh camp by the JSC Bethlehem,
- design and implementation of a new primary waste collection system for Dheisheh camp,
- behaviour change of the population inside and outside Dheisheh camp for the efficiency and effectiveness of the new solid waste management plan,
- starting a sustainable commercial waste segregation and collection inside the camp and in the buffer area and pre-treatment in appropriate feasible locations.
CESVI is looking for a dynamic and experienced candidate for the position of Project Manager, with expertise in the environmental and waste management sector, who will be responsible for the overall management and implementation of the project.
Main tasks and duties:
Project Management
- Ensure the project is planned, managed, implemented and monitored appropriately and with technical quality according to objectives, activities, targets as per project documents (proposal, budget, workplan, MEAL plan) and in line with CESVI and the donor’s policies
- Keep updated project management tools as per CESVI procedures (PMF project management framework, BFU budget forecast unit, expenditures approval, PP procurement plan) according to internal/external deadlines
- Management of the relationship with the donor for regular updates, challenges, proposed solutions and amendments if necessary
- Ensure technical and monitoring data, deliverables and documents are properly collected and filed; draft and submit project reports and annexes to the donor
- Draft ToRs/technical specifications, launch and carry out procurement procedures for supplies, works, services; technical and financial management of contracts; planning and supervision of market assessments
- Management of project staff, collaborators, based on the different phases of the project, weekly meetings to plan activities, including drafting, launching, carrying out and finalizing recruitment procedures and evaluation. Identify training/capacity building needs for the staff
- Work with close coordination with inter-departmental functions at mission- and HQ-level; report to CESVI country director and/or CESVI area manager
Coordination, Monitoring and Adherence to CESVI policies
- Close coordination and relationship with project stakeholders (camp’s institutions, municipalities, SWM service providers - UNRWA and the JSC), call and lead the project coordination committee, keep one-to-one relationships (in writing, meetings in persons in the field) for the participatory decision and implementation of activities, mobilization of stakeholders, sharing of periodic updates
- Ensure that at all times contacts with beneficiaries and stakeholders are handled in a sensitive and respectful manner, facilitating smooth relations and communication
- Close coordination and relationship with other actors active in the solid waste management sector like NGOs, donors, private sector to foster field synergies, data exchange, information and best practises sharing; represent CESVI in national networks and clusters
- Planning and supervision of the compliant and feedback mechanism of the project in alignment with CESVI tools and policies on safeguarding, accountability
- Activate referral mechanisms for protection cases detected as per CESVI safeguarding and protection policies
- Planning and supervision of data collection to track project achievements and alignment with the project MEAL plan
- Planning and supervision of beneficiaries’ data collection in alignment with CESVI tools and policies on data protection and privacy, draft reports
- Ensure the project is implemented in the field in accordance with CESVI guidelines, standards and policies on Safeguarding, Protection, PSEA

Minimum requirements
- Bachelor's degree in Environmental Sciences, Environmental Engineering, Business Management, Development Cooperation or other relevant related fields
- 3/7-year working experiences in INGOs with similar managerial position in Environmental sector and/or solid waste management and/or circular economy
- Knowledge of Palestinian sector on Environment and Waste Management Systems (laws, authorities, service providers, projects)
- Strong managerial, organizational and planning skills, with demonstrated results-based management and leadership skills
- Ability to present and explain waste management and environmental topics to different audiences
- Excellent computer skills, knowledge of Microsoft Office Suite (Word, Excel). Knowledge of material flow analysis tools, Kobo toolbox, GIS would be an advantage
- Experience in working and dealing with local stakeholders (institutions, CBOs, communities) with a participatory and inclusive approach, communication and engagement/mobilization skills, promotion of social cohesion
- Fluency in written & spoken English and Arabic with technical/narrative reports writing skills
- Valid local driver's license for green plate car

- Ability to work in team, under pressure, make decisions, and problem solving
- Self-motivated, flexible, and resilient, able to take initiative and work independently

Other desirable requirements
- Valid local driver’s license for yellow plate car
- Permit to Jerusalem
The position based in Bethlehem Governorate and includes travels to other West Bank Governorates if needed.
The assignment is a full-time post expected to start immediately. Subject to satisfactory performance, the period of employment may be extended.
