Project Manager
Main role:
Under the supervision of her/his Line Manager, the Project Manager ensures the qualitative and efficient management the project at all stages of the project cycle.
S/he ensures that the project is implemented in compliance with contractually agreed targets, scope, duration, budget and donor compliance obligations.
S/he works completely in line with Tdh multi-sector strategy in the country. S/he works in close coordination with the governmental and non-governmental agencies, the cluster system and all other relevant actors, to develop, monitor and orient multi-sector response projects.
S/he also acts as the technical lead on all basic needs response activities in her/his area of responsibilitiy, with the support of the relevant technical coordinators and/or referrants (oPt/region/HQ).
S/he leads all the phases needs assessments and provides ideas for project design and implementation at proposal and strategy levels, as well as support, recruitment and procurement, liaising and linking with other sectors in general and child protection, Education, WASH, Health, Shelter, NFI, Cash,… in particular.
Moreover, s/he oversees the monitoring & evaluation of the project activities and supports the coordination with relevant clusters and working groups, and specifically with Tdh local partner/s when applicable.
Main responsibilities:
Project Management
- Design situation analysis reports in identified and agreed upon areas making use of existing information and collection of data
- Develop the necessary tools to collect both qualitative and quantitative data in order to capture uncovered needs
- Ensure regular project team meetings at coordination or field sites for successful project implementation
- Ensure cost effective planning, monitoring/supervision and evaluation of the project activities and national/local partners when applicable
- Recognize further needs and conduct assessments for potential project proposals
Strategy and Project Development
- Contribute to the development of the country strategy based on the global Tdh strategy
- Contribute to identify new types of intervention through regular assessments
- Conduct mapping of relevant stakeholders and services and cross-cutting sectors
- Contribute to projects’ development processes with involvment in concept notes and proposals
- Assess and build partnerships with national and/or local partners
- Proposes new activities and assess modalities of response, based on the needs assessed.
Team Management and Capacity Building
- Draft/update job descriptions for the project team ensuring standardization
- Manage the recruitment process for positions in the project team, including drafting technical tests, interview questions and following-up on screening, short listing, interviews and offers with the HR department
- Ensure all new project staff receive a quality, standard and comprehensive induction
- Ensure all staff in the team have a personalized capacity building plan that includes both technical competencies and professional competencies
- Promote accountability, communicate expectations, monitor performance of the team members making sure they receive regular feedback on their performance with recommendations for improvement
- Support team members to positively address disagreements / resolve disputes and promote staff care
Financial, Logistics and Compliance Management
- Forecast and monitor the operational budget and ensure timely management of financial reporting
- Work closely with the support services departments on all financial and logistical issues
- Pro-actively follow-up operational recommendations of internal/external audits
Monitoring and Evaluation
- Work closely with the MEAL team to ensure project monitoring systems are in place and that reviews are undertaken
- Monitor and maintain compliance with standard Tdh procedures and guidelines
- Monitor the humanitarian situation in the areas of intervention
- Ensure accountability and transparency to beneficiaries, communities and donors
Reporting
- Oversee the implementation of Project Follow Up tool (PFU) in coordination with MEAL team
- Draft periodic or final internal or external reports both narrative and quantitative
- Compile field information into reporting requests from the sector or any other relevant stakeholder
Representation and Communication
- Represent Tdh at coordination meetings / clusters / fora / working groups as well as with communities, local authorities or any other relevant identified stakeholders and with donors (on request)
Safety and Security
- Comply with Tdh security regulations and ensure that safety measures and guidelines are known and followed by all the project staff
- Monitor the security situation in the operational areas and establish a good understanding of the context and risks associated with a changing environment
- Report any security/safety incident and/or risk to the top management
- Develop a network to facilitate the project acceptance

Qualifications
Bachelor or Masters’ degree (strong asset) in social sciences or in relevant field
Experience
- Minimum of 4 years’ proven experience with (I)NGO in project management (mandatory)
- Proven experience in leading the implementation of integrated approach projects (Child Protection, Education, WASH, Shelter, NFI, Cash, etc.)
- Demonstrable experience in team management
- Demonstrable experience in building relationships, fostering interagency coordination and representing the organization to external stakeholders active in the area of intervention
Competencies
- Demonstrated skills in project cycle management as well as proposal development
- Strong leadership qualities with excellent staff management, supervision, capacity building and training facilitation skills
- Ability to work well and punctually under pressure in very volatile contexts
- Excellent analytical, organizational, problem-solving skills
- Excellent communication, negotiation and dispute resolution skills
- Excellent written, spoken and reporting skills in both English and Arabic
- Clear understanding of donor compliance is essential
- Very good IT skills including (MS Office)
