Project Manager 

Quality Education and Learning 

(m/f/x) – Palestine 

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation as well as interventions for other national and international donors. With its partners in Belgium and abroad, Enabel is offering solutions to address pressing global challenges: Climate Change, Urbanization, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,900 staff, Enabel manages about 170 projects in 21 countries, in Belgium, Africa and the Middle East.   

Background

Enabel started the implementation of a new cooperation portfolio for Palestine. This program builds on the one hand on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade.   

 

The Belgian development cooperation has supported the Palestinian territories since 1993 - initially through delegated cooperation. Direct governmental cooperation was started in 1997 for an amount of 15 million euros and the fourth and provisionally last agreement (2011) had a budget of 71.6 million euros (2012-2015). This program was extended in December 2020 with an additional budget of 10 million euros. The new portfolio runs for a period of 5 years (2022-2026) and with a budget of 70 million euros.  

The new portfolio will contribute to the following two general objectives: 

  1. Young people in Palestine develop into active and critical citizens, ready for local and global challenges, through improved education, training, guidance and access to employment.   
  2. The Palestinian population makes use of the opportunities of a sustainable environment. 

The first pillar of the new portfolio will focus on the empowerment of youth with specific attention to the following thematic priorities: 

  1. Education and learning 
  2. Civic engagement and protection 
  3. Skills, employment and entrepreneurship 

The second pillar of the portfolio will be dedicated to climate action.  

This position will contribute specific objective 1 (Education and learning) of pillar 1 (empowering youth) of the new country programme 2022-2026. The overall objective of this intervention is to ensure that “Boys and girls, young women and men access quality education and acquire STEAM and 21st century skills in a conducive learning environment”. This is to be achieved through the following key-results: 

Result 1: Increased access to general education in more conducive learning environments. 

Result 2: Enhanced quality of general education & learning outcomes in STEAM & 21st century skills. 

Result 3: Improved well-being and inclusion of vulnerable students.  

Job description

Under the supervision of the Portfolio Manager, you will  

  • Provide the necessary input and information for the further development of portfolio strategy choices, methods and tools 
  • Ensure that all management domains of the intervention are covered (content/scope, planning, budget, quality, etc.) 
  • Coordinate the activities and ensure their execution, in compliance with set arrangements and procedures in order to achieve the intervention objectives. 
  • Contribute to the implementation of the intervention by providing expert input in order to ensure the intervention objectives are achieved. 
  • Support the the persons identified by the partner to lead the change process and contribute to partner entity capacity development in order to contribute to the improvement of their organisation, processes and systems and of their staff’s competences. 
  • Coordinate the learning process of how an intervention contributes to the development of a (sub)sector in order to ensure that the knowledge and/or results generated through this process are disseminated 
  • Ensure that the interventions/portfolio have and use relevant information about results in decision making, learning and rendering accounts of results achieved. 
  • Lead the team of which one is the hierarchical supervisor in order to have qualified and motivated staff.

Job Requirements

Your profile

Required qualifications and experience:

  • You hold a Master's degree.
  • At least 15 years of relevant experience in the education sector. 
  • Expertise in STEAM and learner centered teaching methodologies. 
  • Experience in advising and/or managing projects in education. 
  • Experience in relevant projects is essential. 
  • An experience as team manager.

Required skills and knowledge:

  • You have excellent knowledge of the education sector in Palestine
  • You have expertise on STEAM and learner centered teaching methodologies.  
  • You show you are an initiative builder allowing your colleagues to count on your commitment to the team. 
  • You build strong proposals and bring innovative solutions to issues you encounter. 
  • You are able to work and evolve in a changing environment. 
  • You are familiar with results-based management. 
  • You are familiar with theories of change. 
  • You master knowledge management and knowledge building. 
  • You have a strong affinity with and easily use various digital tools and new technologies. 
  • You have excellent analytical and writing skills. 
  • Your specific skills in leading meetings, workshops and groups are an asset. 
  • You are fluent in spoken and written Arabic. Considering the working language of Palestine and the international environment in which you work, excellent knowledge of English is required.  

 

Specific competences or knowledge considered an asset:

  • Experience in working with a multi-or bilateral organization (the European Union) 
  • Experience in dialogue and formal coordination with strategic partners 
  • Experience in preparing and monitoring contracts with external partners 
  • Experience in capacity building of external partners 
  • Experience in preparing and guiding external expertise
