Duty Station: VIS Office in Bethlehem, with field visits in other areas of the West Bank where the targeted cooperatives are located.
Starting: October 2024
Contract duration: 12 months (with a probation period of three months), renewable for another 12 months.
Contract type: full-time.
Referee: VIS Country Representative based in Bethlehem.
Coordination with: other VIS staff in Palestine, Partners’ staff, beneficiaries and target groups.
Context and project description
The long-lasting conflict in the Palestinian Territories has had a significant impact on all aspects of the lives of the Palestinian people. The lack of political progress in the peace process, the compounding effect of long-term policies related to the occupation of the West Bank and Gaza Strip, recurring hostilities and internal Palestinian political divisions continue to be the main causes of the prolonged humanitarian crisis faced by a large part of the population
With respect to the economic sector and employment, the focus of this project, pre-conflict sources reported that labour force participation in Palestine is 65.1% for men and 16.1% for women. The unemployment rate reaches 21.3% for men, compared to 41.2% for women. (https://www.pcbs.gov.ps/Portals/_Rainbow/Documents/unemployment-2020-02e.html).
Volontariato Internazionale per lo Sviluppo (VIS) https://www.volint.org/ and its partners designed the project “Tahseen. Programme to strengthen the management capacities of Palestinian cooperatives in accordance with cooperative principles and with a view to sustainability”, co-funded by the Italian Agency for Cooperation and Development, to strengthen the co-operative system and social entrepreneurship in Palestine, through the improvement of the co-operatives' management skills and competencies, together with the improvement of their productivity and market performance.
PROJECT’S Terms of reference:
General Objective:
To strengthen the cooperative system and social entrepreneurship in Palestine.
Specific Objective:
To improve cooperatives' management capacity and skills, together with improving their productivity and market performance.
Expected Result:
50 cooperatives (with their sector unions) have improved their technical capacities in administrative, management, financial and governance (micro/middle level).
Activities:
A 1.1 Mapping and identification of main needs in the target areas
A 1.2 Technical support in target areas, in line with cooperative principles
A 1.3 Identification and dissemination of good practices for large-scale implementation and follow-up by the CWA and intermediate bodies for replicability
Direct beneficiaries:
▪ 50 active cooperatives in the relevant sectors based on the initial mapping results, focusing on women's or majority women's cooperatives.
▪ At least two sectoral unions, chosen based on the relevant sectors revealed during the mapping phase.
▪ The General Union of Cooperatives.
▪ The Cooperative Working Agency.
Indirect beneficiaries:
▪ The families of the target cooperatives' members.
▪ The target communities of the target cooperatives.
▪ At least another 400 cooperatives operating in the West Bank.
▪ The three currently active co-operative unions that are not part of this project.

Goals and objectives
The selected project manager will coordinate, manage and monitor activities on the ground, ensuring that decisions are taken in agreement between the partners and with a participative approach.
Activities to be carried out and responsibilities
The following is a non-exhaustive list of activities the post holder will undertake:
- Planning, coordination and monitoring of project activities.
- Implementation of routine contacts and coordination with the operational and institutional stakeholders involved in the implementation of the project, including Vento di Terra, Educaid, ARCO and Bethlehem University, partners of the project, AICS (donor), beneficiaries, local authorities, other institutions and relevant stakeholders.
- Direct implementation of specific activities in collaboration with the other partners.
- Follow up with the targeted cooperatives and fulfil the beneficiaries’ needs and requests.
- Preparation of the main documents relating to project implementation, including periodic activity plans and their possible subsequent additions and extensions; interim and final reports.
- Supervision of administrative procedures, including contracts, procurement, etc.

Essential Requirements:
- Minimum qualification required: Bachelor's degree in social sciences, political science, international relations, business administration or a similar field; a Master's degree is desirable.
- At least three years of proven experience coordinating and managing international cooperation projects, including work with Italian organisations, will be an asset, as will experience with AICS-funded projects.
- Previous experience in managing emergency or development projects aimed at fostering socio-economic empowerment of cooperatives, women, and young people from vulnerable communities/groups will be an asset
- Strong communication and report-writing skills
- Strong organisational and management skills
- Excellent knowledge of Arabic, English, and Italian will be a valuable asset.
- Good knowledge of IT tools
- Ability to work under pressure and in complex environments with safety restrictions
