MA'AN Development Center is seeking to fill the vacant position of a full-time

Project Manager based in Jenin

Job Purpose:   To Work as part of MA’AN Programs Team in managing and supervising Infrastructure & Rehabilitation of shelter repair damage project  in Jenin camp

Position title: Project Manager

Duty Station: Jenin, MA’AN Office  ( with frequent presence in Ramallah Office)

Post Duration: 4 months

Directly Reporting to:  MA’AN Program Manager

Major Duties & Activities:

  1. Oversee the administrative and technical supervision, follow-up, and implementation of MA’AN shelter project activities.
  2. Lead project planning and coordination meetings with partner organizations and donors as necessary.
  3. Prepare and update detailed project action plans, tools, and templates for implementation in accordance with project scope and existing resources.
  4. Participate in technical needs assessment and Prepare technical specifications, Bills of Quantities (BoQs), and cost estimates for targeted shelters and other infrastructures.
  5. Coordinate and mobilize project activities in target communities.
  6. Supervise MA’AN technical and field staff, including the infrastructure coordinator and contracted services.
  7. Conduct regular field visits to monitor implementation and ensure timely delivery of project components.
  8. Develop administrative procedures to achieve project deliverables and outcomes effectively.
  9. Participate in community mobilization and coordination activities to facilitate project activities in target locations.
  10. Ensure all activities adhere to donor rules, regulations, and timelines.
  11. Prepare periodic technical and narrative reports for MA'AN and donor, in consultation with the Program Manager.
  12. Prepare project ToRs and purchase requests following MA’AN procurement guidelines for submission to the Procurement and Logistics department.
  13. Track project expenditures, prepare payment requests, and submit financial documentation to the finance department; assist in periodic financial reporting as needed.
  14. Ensure compliance with donor regulations and guidelines per the grant agreement.
  15. Support the Program Manager and M&E team with data inputs for project reporting and database updates.
  16. Perform any other tasks needed for project delivery or MA’AN program support within the role’s scope.

Job Requirements

Job Qualifications: (PERSONAL & PROFESSIONAL COMPETENCIES)

  • Bachelor degree in Civil Engineering with not less than 7 years of professional experience in project management, preferably with experience in working with NGO's.
  • Proven experience in managing or supervising engineering projects, particularly in rehabilitation or restoration work.
  • Excellent networking and coordination skills.
  • Professional level in both Arabic & English language skills.
  • Excellent reporting and formal writing skills in both English & Arabic.
  • Ability to handle multiple assignments and meet deadlines.
  • Ability to work under pressure and within a team.
  • Excellent communication and interpersonal skills, with the ability to work in diverse teams.
  • Possession of a valid driving license is an advantage, as field visits to remote sites are required.
