  1.         Background:

AFD is granting St. Joseph Hospital 13M€ to support the extension of Saint Joseph Hospital, one of the key hospitals in the East Jerusalem hospital network. This grant is part of a broader extension project of nearly 32M USD.

The project’s objective is to support the development of Saint Joseph Hospital, a leading medical institution, to meet the healthcare needs of the Palestinian population in East Jerusalem (residents with East Jerusalem ID cards) and, more broadly, those from Gaza and the West Bank. It will also contribute to strengthening human resources in the medical sector by training Palestinian medical students.

The project pursues two specific objectives:

  1. Expand the healthcare services available to the Palestinian population of East Jerusalem (SO1).
  2. Adapt the healthcare services to the needs and challenges in East Jerusalem through the construction of new, energy-efficient, and gender-sensitive facilities, and by integrating gender issues into the governance of Saint Joseph Hospital (SO2).

The hospital is seeking a Project Manager specifically for the infrastcurture project financed by AFD, QFFD and others. This position is based in East Jerusalem for four years.

  1.         Main Responsibilities:

Under the authority of the General Director, the candidate will be primarily responsible for ensuring the planning, management, monitoring, reporting, and promotion of the project’s activities.

 

  1.         Scope of Activities, Tasks (Components) and Expected Deliverables:

3.1. Ensure the proper implementation of the project

  •         Supervise and ensure the proper execution of financing agreements between Saint-Joseph Hospital and the donors (AFD, QFFD, and others)
  • Develop the necessary planning documents for project implementation (budgeted annual work programs, procurement plans, cash flow plans, etc.) and submit them for validation by the relevant authorities.
  • Maintain, update, and review the Environmental and Social Management Plan (EMSP) in coordination with the Gender, and Environmental and Social Project Officers; ensure adequate dissemination of environmental and social safeguards documents (ESIA, ESMP, PAR, PEPP, etc.) to stakeholders involved in project implementation from the outset.
  • Maintain, update, and review the Gender Action Plan in coordination with the Gender, and Environmental and Social Project Officers.
  • Monitor the proper execution of the work program within the scheduled activity deadlines.
  • Oversee the implementation of procurement procedures; ensure compliance with AFD procurement procedures, help prepare and review the tender documents with AFD, support the selection committees, oversee the overall contracting process, and monitor contracts.
  • Liaise on a regular basis with the Architecrual project management team and the constrution companies at all stages of the projet
  • Ensure coordination among all stakeholders (donors, architects, project management, etc.), notably by organizing/participating in information/coordination/awareness meetings and drafting corresponding minutes.
  • Design necessary tools (checklists, toolkits, guidelines, and best practice capitalizations) to ensure effective monitoring of project indicators.
  • Conduct periodic field supervision missions.

3.2. Ensure the proper financial implementation of the project

  • Ensure consistency of the annual budget programming with the validated action budget.
  • Ensure the budget presentation format meets the requirements of AFD.
  • Ensure the proper use of funds.
  • Gather information on the budgets of project stakeholders to prepare annual reports for AFD.
  • Prepare for audits that may be conducted by AFD, if necessary.

3.3. Supervision of all aspects of the works including ESHS aspects (in relation with the Gender, and Environmental and Social Project Officers)

  • Manages the contract and the proper execution of contractual commmitments of the architectural project management firm on behalf of Saint Joseph Hospital  
  • Controls the quality of documents delivered by the architectural project management firm (designs and technical studies and monidtoring reports during the execution)
  • ensure design quality and consistency of the project during the conception and the execution phase
  • In accordance with ESMP specifications, review and approve the Construction ESMP, established by the Contractor during the site preparation phase.
  • Reviews and approves the technical studies delivered by the contractor in coordination with the architectural project management unit delivered by the contractor
  • Review and approve the ESHS documents prepared by the Contractor before starting any operations on a site.
  •     Relations with Stakeholders - Training / Awareness programs: support to the Contractor in their relations with the stakeholders.

 

3.4. Supervision of the medical cooperation program with Saint Joseph and the international partners 

  • Designs and coordinates the execution of the cooperation program on behalf of Saint Joseph hospital priorities ;
  • Encures the planning of all cooperation activities ;
  • Prepares all administratives and logistical documents necessary for the implementation of activities
  • Liaises on a regular basis with international Partners
  • Liaise on a regular basis with the architectural project management team and the construction companies at all stages of the project as well as with the PEEB-MED team.
  •     Ensures all necessary financial administrative and operational reporting of the program

 

3.4. Reporting

  • Produce the periodic activity report for the financing, in accordance with the conventional reporting format defined in the financing agreement (semi-annual and annual reporting).
  • Support ex-post control of annual audits.
  • Support the external final evaluation of the project.
  • Be identified and act as the focal point within the AFD agency.
  • In collaboration with the project team, propose possible improvements to the project/program in activity reports, if applicable.

3.5. Support internal and external communication of project activities

  • Support the definition of the project's communication plan in line with AFD [and other donors] visibility guidelines and assist in its implementation (e.g., design communication tool templates, prepare/participate in communication events, etc.).
  • Organize, prepare, and participate in regular meetings with AFD and the EU to facilitate informational monitoring on the status of program activity execution.

Job Requirements

The recruited candidate must possess the following experiences and skills:

  • A minimum of 5 years of higher education, holding a Master's degree in Public Health or in health management or civil engineering or Architecture.
  • At least 5 years of proven professional experience in development project management.
  • At least 5 years or 2 proven experiences of project management in health infrastructure with substantial capacities (hospitals or network of health centers of at least 5.000 m2 – usable area – for one of them)
  • Demonstrated knowledge of procurement processes.
  • Demonstrated experience in managing environmental and social issues within health projects and programs.
  • Proven experience in project management with international donors, specifically AFD.
  • A good understanding of communication expectations and tools within the context of managing a fund delegation.
  • Experience in project monitoring and evaluation would be an asset.
  • Excellent oral and written proficiency in English is essential, Hebrew language is preferable
  • Excellent writing skills.
  • Proficiency in standard computer tools.
  • Organized, methodical, and detail-oriented.
