Background

The Ministry of Planning and International Cooperation (MOPIC) plays a critical role in coordinating international aid to support the development of an independent and functioning Palestinian state. MOPIC is committed to ensure the success of strategic initiatives under the National Program for Development and Reform (NP4DAR) and the Aid Framework, as such MOPIC seeks qualified Project Manager. The Project Manager will oversee and manage the day-to-day operations of assigned projects, ensuring efficient coordination, alignment with national development objectives, and successful implementation within the stipulated timelines and budget.

The Project Manager will be hired under the Finance for Jobs (F4J) project, funded by the World Bank, and will be based at MOPIC premises. F4J is a series of projects that began in 2017, with the overarching goal of mobilizing private investment in high-potential sectors and creating job opportunities across the West Bank and Gaza. Currently, the F4JII and F4JIII projects are underway and being implemented by DAI, the Project Implementation Agency (PIA), on behalf of MOPIC.

Responsibilities

  • Develop and implement comprehensive project work plans, schedules, and budgets that align with NP4DAR objectives, ensuring all activities are executed on time and within budget.
  • Engage with government ministries, international organizations, and implementing partners to ensure alignment with project goals, effective collaboration, and seamless projects execution.
  • Manage stakeholders' expectations and keep them informed.
  • Support the development of new proposals for funding.
  • Organize and lead project kick-off meetings, technical discussions, and progress review sessions to ensure all teams are aligned and informed.
  • Track project timelines, deliverables, and expenditures to ensure on-time completion and effective resource utilization. Oversee daily project operations, ensuring activities align with scope, timeline, and budget.
  • Manage procurement, financial activities, and reporting to ensure smooth operations and compliance with project requirements.
  • Ensure efficient allocation of resources, resolve logistical or operational challenges, and maintain smooth project execution.
  • Prepare regular progress reports, presentations, and updates for senior management and key stakeholders, highlighting achievements and challenges.
  • Continuously track project progress, identify risks or delays, and prepare detailed reports highlighting achievements, challenges, and areas for improvement.

Job Requirements

Qualifications

Education

  • Bachelor’s degree in project management, international relations, public administration, business administration, or a related field.
  • A master’s degree in a relevant discipline is an advantage.

Experience

  • Minimum of 5 years of experience in project management, preferably in international development, aid-funded projects, or public sector initiatives.
  • Experience in managing multi-stakeholder projects with an understanding of donor processes, specifically related to World Bank-funded projects.
  • Familiarity with project management software and digital tools for monitoring and reporting.

Skills and Competencies

  • Strong organizational and management skills with the ability to manage multiple tasks simultaneously.
  • Excellent communication, interpersonal, and leadership skills.
  • Strong problem-solving and decision-making abilities.
  • Proficiency in Microsoft Office applications and project management software.
  • Fluency in both English and Arabic (written and spoken) is required.

Reporting

The Project Manager will report directly to the Acting Deputy Assistant for International Cooperation and Aid Management.

Timeframe

The contract is for six months, based on a daily rate, with the possibility of renewal for an additional six months based on satisfactory performance and needs of the project.
