Project Manager

The Ministry of Education and Higher Education (MoEHE)-DireCtorate General of Colleges and
Technicaland vocational Education and Training (D.G. of TVET), in cooperation with the Belgian
Development agency (BTC) in Jerusalem offers the following position: Project Manager (PM)

Post in the the areas of TVET in Palestine. The PM will cooperate with the D.G. of TVET in the
MOEHE leads the relevant project teams, and work with the National Project Advisor and the international
Consultant.

1-Location & Duration
The PM will be based in Ramallah-MEHE with frequent field visits to the Governorates.The selected
Candidate will work on a yearly contract, on a monthly-bases salary, renewable for the overall
project duration, ending December 2013.

2-Task descriptions
-Implements project activities according to the Plan of operations.
-Keeps record of the financial situation of the project. "
-Prepare Quarterly, Annual and Final Reports.
-Undertakes quarterly planning of activities and Procurements.
-Represents the project to the outside.
-Is the disciplinary superior of the financial officer
-Is responsible for the project vis-a-vis the Belgian Development Agency.
-Project monitoring and evaluation methodology.
-Development of Terms of Reference of different actors and contract management.
-Builds a positive image of the project.

3-Required profile
-Master level or technical teacher certificate, and/or engineer.
-Minimum of 7 years of experience with relevant National TVET institutions.
-Proven experience in the National Palestinian education TVET system and administration,
project management, (planning, budgeting, implementing, reporting and evaluation methodology).
-Proven and documented experience in the vocational and technical curricula development and
methodology of Competency-Based Modular Curriculum (CBMC) is a must.
-Proven experience in local market demand, private sector, enterprises, Chambers of commerce,
industry, social partner organizations, training methods.
-Excellent level of English, both spoken, written and reporting skills.
-Excellent presentation, facilitation and computer skills.
