JOB TITLE: Project Manager
LOCATION: Ramallah, West Bank, with travel throughout West Bank (and possibly Gaza)
DURATION: Expected duration of project is 2 Years (possibility of 3 years). This does not necessary reflect on employee’s contracts.

SUMMARY: Relief International (RI) is currently recruiting Project Manager candidates for an anticipated multi-year, USAID-funded Conflict Mitigation and Reconciliation Program in West Bank/Gaza. The program will seek to contribute significantly to conflict management and mitigation in the Palestinian Territories using a people-to-people approach based on a context and conflict analysis and a concrete program change hypothesis. The Project Manager is responsible for overall program management and will be expected to interact regularly with program staff, USAID Mission staff, civil society organizations, PA officials, other donors, and all program stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
-Overall supervision and successful implementation of the program.
-Overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results.
-Liaise and consult with USAID, acting as the main representative and principal interlocutor.
-Manage partnerships with international organizations, local ministries and municipalities, and civil society organizations.
-Ensure sound administrative practices with regards to record keeping, compliance with USAID regulations, communications, etc.
-Fulfill all USAID reporting requirements.
-Ensure regular communication between West Bank and/or Gaza Office (Field Office) and HQ; this will include submitting required program reports in an agreed upon format.
-Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices.
-Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
-Travel within West Bank (with possibility of travel to Gaza) to ensure the performance and implementation of the program.
-Coordinate activities internally with other RI programs in West Bank/Gaza.

QUALIFICATIONS:
-Master’s degree in social sciences, community development, communications, business, international development, and/or other related field.
-Seven (7) years project management experience of which four (4) years should be in the fields of conflict management and mitigation, with a preference for use of a people-to-people approach for program change.
-Seven (7) years experience in managing a professional and administrative staff adeptly and coordinating with partner and donor organizations (references for the last three years of work experience are required and will be verified).
-An ability to work constructively with a diverse range of actors and to accommodate divergent interests and agendas (candidates must be able to establish and maintain excellent contacts with civil society organizations, media institutes, Palestinian government officials at the national and local level, other donors and diplomatic missions).
-Relevant professional experience managing and implementing successful, multi-year development projects in the area of conflict mitigation and reconciliation.
-Previous resident work experience in the Middle East is required.
-English proficiency is required. Knowledge of Arabic language is desired.
