Background
The Palestinian Authority has decided to establish a Palestinian National Institute of Public Health
(PNIPH) .The PNIPH will undertake health surveillance, data analysis and research in order to provide science-based information and advice on health issues to the PA and Palestinian civil society and will also have a role in training and capacity building for the health sector. WHO has been given the responsibility to establish the PNIPH in partnership with the PA Ministry of Health (MoH) and the Norwegian Institute of Public Health over a two year period with funding from the Norwegian Government. Once it is established as a legal entity with a governing body, PNIPH will be fully accountable for its own staff, its professional and technical responsibilities and its budget background
Description of duties
Under the direct supervision of the WHO Head of Office, the incumbent will be responsible for the
project to establish the Institute and for the overall management of the budget and resources. The
objective will be to develop the core functions of the Institute and the organizational structure, policies and procedures to the point where it can be legally established as a functioning entity.
The National Director of the Institute will be recruited during the initial two year period and, once
appointed, will be responsible for the leadership of the Institute with the project manager providing
close, on-going support.
The incumbent will perform the following duties:
-Oversee the development and implementation of a detailed work plan for the Institute in line with the Proposal and the log-frame
-Build working relationships with the implementing partners (MoH and NIPH) and with other
stakeholders
-Develop and agree on the governance, organizational arrangements and policies and procedures for the Institute in consultation with the Reference Committee, PA and other
stakeholdersOversee the recruitment of staff and technical expertise for the Institute, including secondees and consultants, to enable it to carry out its functions
-Develop the core functions of the Institute, ensuring adequate technical guidance and support and high quality outputs
-Coordinate and collaborate with external parties
-Manage the project budget and provide financial and narrative reports as required
-Provide secretariat support for the Reference committee which will be established to oversee the development of Institute during the initial period
-Promote the Institute and its mandate with different stakeholders
Experience and Qualifications required:
Essential
-University degree in medicine with Masters Degree in public health or, epidemiology, or health
statistics or related field.
-At least 7 years of work experience combined at national and/or international level in the field of public health
-Demonstrated management and leadership ability;
-Project management knowledge and proven ability to plan and organize work
-Excellent knowledge of public health including epidemiology, health data analysis and research
-Ability to work in a team, to lead and gain assistance of others in a team endeavor;
-Excellent communication and inter-personal skills and cultural sensitivity
