Project Officer

Job Description
COOPI – Cooperazione Internazionale, is an international Non-Governmental Organization operating in OPT since 2002. For the implementation of the EU Funded project entitled “Support to vocational opportunities for youth in East Jerusalem”, COOPI is looking for a local professional for the position of Project Officer in East Jerusalem.

The candidate shall work under the direct supervision of the Project Manager.
The position is a one-year fixed term contract, with possibility of extension based on satisfactory midterm and final performance evaluation by COOPI.
Starting date in June 2012.

Responsibilities:
-Support COOPI Project Manager (PM) in all the project operational and administrative management activities, ensuring that Donor and COOPI rules and regulations are implemented in all projects’ activities, procurement and other cases;
-In coordination with the PM, to regularly visit, monitor and supervise the project activities in coordination with project partners and external stakeholders (local and international NGOs, CBOs, business groups and private sector, and local and central government authorities);
-Assist the PM in preparing detailed quarterly and annual work plans, and reports as required by the procedures;
-Support the PM in managing and coordinating the project staff;
-Support the PM in participating in project meetings and annual reviews,
-Liaise with PM on daily/weekly basis to ensure proper monitoring and the achievements of the results.
-Assist COOPI staff in the designing and writing new project proposals, if necessary;
-Undertake other office duties related with the position whenever needed by the COOPI Office.

Requirements
We are looking for a dynamic and innovative individual with:
-advanced degree in International Education, International Development or a related field or equivalent work experience in a similar position;
-minimum of 5-year high level of expertise in working with VTCs and/or youth and women organizations, and/or in similar sectors, with a track record of success and results achieved;
-previous experience with an international humanitarian NGO is an advantage;
-desirable experience of working with EU projects;
-strong analytical and practical problem-solving skills;
-strong supervisory abilities, and demonstrated capacity of teamwork and of coordination with the relevant actors;
-excellent inter-personal and writing communication skills;
-organize work efficiently and deliver assignments in a timely manner often under time constraints;
-proficiency in written and spoken English,
-computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
-Valid driving license.
