Position: Project Officer
Responsible to: Programme Manager – Palestinian Civil Society Development Programme
Placement: Jerusalem
Period: Permanent Tenure
Work Percentage: 100%

Main responsibilities:
As assigned, delegated and approved by the Programme Manager assume responsibility to:
1-Develop and implement the operation of the programmes on the basis of established guidelines, policy, strategy planning, budget, other steering document and reports.
1-Review and summarize partners’/potential partners’ proposals, present them to Programme Manager and do requested follow-ups.
1-Draft contracts with partners and carry out subsequent communication.
1-Obtain bank papers, receipts of payments, terms of reference for partners’ engagement letters with their auditors and auditors’ licenses and registration for each year of cooperation.
1-Fill assessment sheets of formal documentation and after approval upload them in Diakonia’s Project Handling System.
1-Obtain and analyze narrative, financial and audit reports in accordance with the Diakonia PME handbook, present findings and recommendations to the Programme Manager, with particular focus on the financial reports and audit documents and do requested follow-ups.
1-Provide guidance and support to partners in financial related requirements for planning, reporting and audits and identify financial training needs.
1-Take part in meetings and field visits to monitor partners’ progress as requested.
1-Assist in programmatic development in starting new programmes.
2-To follow up and prepare payments to partners and projects after approval of narrative and financial reports, audits, applications, annual plans and assessments in accordance with Diakonia’s PME Handbook.
2-Prepare for partners’ payments and update the Programme Manager on due payments according to contracts.
2-Monitor program budgets and update the Programme Manager on budget status.
3-To provide administrative and logistical support for the programmes
3.1 Draft reports, correspondence, minutes and make necessary translations as requested.
3.2 To keep a filing and archive system of documentation and maintain a database of all partners and contact lists.
3.3 Arrange and upload all required documents for the program in Diakonia’s Project Handling System and update them whenever needed.
3.4 Take care of all logistics arrangements related to the various activities of the program as requested.
3.5 To collect, compile and present to the Programme Manager various information when requested by the Diakonia head office.
4-Support the mainstreaming of gender in the organization and contribute to a more equal society through gender conscious behavior, role modeling, and openness towards capacity building.
5-Perform any other duties requested by the Programme Manager.
Qualifications:
1-BA in social sciences, development or any other related area.
2-Minimum three years of relevant work experience with project support and grant management within a civil society organization and preferably an international NGO.
3-Ability to read and understand financial reports and budgets.
4-Prior experience in using a computerized project management system is an asset.
5-Proven writing skills in English and Arabic and fluency in both languages.
6-Good communication, presentation and organizational skills and ability to work in a team.
7-Good computer skills.
8-Driving License
