Project Officer – oPt033/Emergency Project (Full Time)
HelpAge International is a global network of not-for-profit organisations with a vision of a world where older people fulfill their potential to lead active, dignified, healthy and secure lives.
HelpAge International started working in the Gaza Strip in February 2009 following the December 2008 – January 2009 conflict. It is providing a developmental capacity building of non-state actors in addition to a humanitarian response for older people including provision of food, psychosocial support, livelihoods support and physical rehabilitation.
HelpAge International will continue its care for old people through the project “Capacity building and awareness raising to improve the wellbeing of vulnerable older people in the Gaza Strip, phase 2, 2014-2015”, Emergency Response Action
HelpAge seeks for one experienced committed professional for a full time post of “Project Officer under oPt033 and emergency project”
Reporting to: Programme Development Officer
Main responsibilities of the position:
-Manage and supervise overall planning, implementation and monitoring of the activities of the project
-Ensures that the project team adheres to HelpAge security/safety guidelines
Human resources;
-Ensures technical and managerial support to health worker, social worker, in fulfilment of their duties according to project objectives
-Conduct appraisals of the directly supervised staff
-Ensures that an appropriate data base/mapping system is in place and updated at all times with correct data and information about the progress of the project’s inputs, outputs and indicators.
-Follow-up the implementation of the project beneficiaries’ assessments/surveys.
-Responsible for developing tools for operating fieldwork.
-Coordinate with Logistics Security Coordinator for procurement as well as other logistics and security requirements.
-Responsible for preparing and reviewing tender conditions, as well as supervising technical aspects of the implementation of works and performing day to day control.
-Responsible to check for completeness, integrity and applicability of documents prior to start-up of the work and during implementation. If any shortcomings or differences are noticed the Project Officer will notify the Programme Development Officer in writing.
Financial activities;
-Provide monthly forecast to Finance support service manager
-Conducts first check up on requests for payments with all required supporting documents submitted by vendors or by partners’ prior to submission to the Finance support Service Manager.
-Responsible for check up on the requested payments with all required supporting documents (vouchers/receipts) submitted by partners prior to submission to the Finance support service Manager.
-Ensure that all necessary inspection visits are conducted and documented, to beneficiaries and other stakeholders to ensure that the services received and services delivered for the project beneficiaries are in compliance with the required specifications.
-Establishes and maintains strong relationships with partner and CBOs/targeted local communities including beneficiaries, project’s local supporting committees and any other relevant bodies.
-Reporting and documentation:
-Review distribution schedules, beneficiary lists and field reports from the field workers
-Ensure that records, files and reports of the project are in order
-Submit monthly reports to Programme Development Officer
Perform any other relevant tasks assigned by the Programme Development Officer, to assist the other team members of the project whenever needed.
Duration of the contract: 8 months starting as of 01 November 2014 till 31 August 2015.
Main qualifications
-Strong understanding of humanitarian policy and principles and challenges
-Technical and managerial competence in needs assessments, implementation planning and monitoring
-Knowledge of local partner organisations and other INGOs
-Able to prioritise work and meet deadlines.
-Written and spoken English.
-Excellent computer skills in MS Word, Excel (or other spreadsheets) and word processing.
-Experience with Data input and analysis
Desirable:
Knowledge and experience of aging and issues older people are facing
