Project Officer
The community-based Rehabilitation Society (CBR) is a non-profit Palestinian institution registered by the Ministry of Interior under the RA-22885-C number since 2015.
CBR is seeking a qualified person to fill the position of Project Officer for 11 months period (post is pending upon the availability of fund)
The post location is Ramallah
Start Date: October, 2020
The objective of this position is to ensure efficient field implementation, documentation, monitoring and evaluation, partner and donor coordination are all fulfilled under the supervision of General Manager.
The key responsibilities areas for this position will be as follows:
Participate in designing the required training plans and materials for the project
Implement, monitor and evaluate project/s activities in accordance with society and the donor policies and procedures.
Develop of technical TORs, annual and monthly plans together with projected spending and monitor progress against this plan closely.
Ensure that activities are taking place on time and in accordance with the budget and work plan whilst maximizing the benefit of the project/s for the community.
Facilitate field level activities e.g. campaigns, awareness raising sessions, trainings…etc in coordination with local councils, youth groups and competent ministries.
Ensure proper financial process in all procurements related to the program are adhering to the donor and CBR society financial policies and procedures.
Conduct regular monitoring visits to the field and ensure all forms of monitoring are documented.
Develop project documents including implementation, action plans, ToRs, indicators, procurement plans, progress reports and proposals and ensure proper delivery of technical services and submission of technical and other reports
Ensure compliance with the Monitoring, Evaluation and Learning framework, risk management matrix and donor guidelines.
Ensure that narrative and financial progress reports are submitted on time to the General Manager.
Facilitate and organize communities, women and youth groups for Participatory Review and Reflection Process at community and cluster level.
Participating in meetings with donors and other partners of the organization and document the meetings.
Facilitate target groups meetings and conduct need assessments and studies needed
Facilitate the work of the national expert and make sure that tasks highlighted in the TOR are completed at the community level
Contribute in the development of new proposals of new or follow-on projects
Coordinate with other projects at CBR society for the wider benefit of the society work.

Job Requirements
Eligible applicants are required to have the following qualifications and skills:
Bachelor’s Degree in Development Studies, social sciences or Management
At least 5 years proven experience in a multi-culture working environment.
Experience in implementation of development projects and in undertaking monitoring, evaluation activities and writing concept notes and proposals
Very good understanding of Human Rights Based Approach, women's rights, as well as community participation initiatives.
Excellent planning, organization, time management, and coordination.
Strong leadership and facilitation capacity.
Fluent in written and spoken English and Arabic.
Experience at least 3 years in implementing projects with international Non-governmental organizations
Excellent interpersonal, communication and presentation skills.
Proficiency in MS Office programs.
Resident of Ramallah or Al- Bireh governorates and referable owns a vehicle and clean driving records.
Able to work under stressful conditions and tight deadlines, self-initiator with minimum supervision and to stay on task, flexible and able to work with people of different backgrounds, service oriented, friendly personality, well organized and motivated.
