Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza for over 50 years. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of humanitarian assistance, youth development, education, and peace & justice. 

Position Title:  Project Officer (PO) – Cash for Work and Cash for Internships, Gaza-based
Reports to:  Senior Project Officer (SPO), Gaza-based
Supervisory Responsibilities: Project Coordinators, Gaza-based    

Job Summary:

The Project Officer (PO) will assume responsibility for working with the local partners in support of the Gaza Emergency and Recovery (GEAR) Project.  Under the supervision and guidance of the SPO and in close cooperation with other POs working on this project, the PO will be responsible for Cash for Work and Cash for Internship component of the sub-grant, including here planning and implementation, timely and accurate reporting to SPO.  The PO will organize the implementation of the cash for work and cash for internship component of the project, providing technical support to local partners in five Gaza Governorates.  The PO will work as part of the project implementation team led by the SPO and Field Manager (FM), maintaining relationships with other program staff in Gaza.

Specific Responsibilities : 

1-Coordinate and oversee project activities in cash for work, cash for internship and rehabilitation related activities of the GEAR project.
2-Facilitate, organize and support project activities, including research and monitoring, oversee work of the rehabilitation consultant (civil engineer or architect), personal assistance and capacity building for project partners.
3-Mobilize and suggest local actors for inclusion in the project.
4-Establish and maintain excellent collaborative working relationships with local partners.
5-Support local partner in organization, set-up and functioning, including here project implementation and budget management, such as advances and liquidations for implementing partner organizations.
6-Mediate as necessary among local actors during project life.
7-Provide technical assistance to local partner, as needed.
8-Monitor activities of local partner, including financial monitoring.
9-Compliant with GEAR project specific/mandatory provisions (CRS and donor requirements).
10-Timely reporting to SPO as per reporting schedule.
11-Coordinate with other POs activities in support of the GEAR project.
12-Advise management about issues affecting project implementation, or key local issues affecting future project developments.
13-Maintain external relationships that will be beneficial to the project.
14-Undertake donor liaison as required in support of senior management.
15-Occasionally host donor representatives or CRS visitors.
16-Provide support to other PO as needed.
17-Maintain administration and filing systems for the project, including minutes, mailing, copying, etc.
18-Take part in regular team meetings, program (technical) and staff meetings.
19-Actively participate in the design and implementation of CRS projects.
20-Participate in information sharing and transferring skills and knowledge with other CRS JWBG offices.

Position Requirements and Qualifications:
1-Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.; significant work experience in a directly related field will be considered in lieu of graduate degree.
2-Minimum of three years work experience in managing cash for work, job creation and internship programs/projects, and in post emergency programs or related fields.
3-Demonstrated experience in community mobilization, organization, management and mediation among local actors (preferably experience working with local implementing partners).
4-Excellent writing and communication skills in both English and the appropriate local language.
5-Strong cross-cultural skills and experience working with people from different ethnic and cultural backgrounds.
6-Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, local organizations, communities and other stakeholders.
7-Proven ability to multi-task, organizational capacities and meet deadlines.
8-Proven ability to develop proposals and write reports meeting donor requirements.
9-Must be able to work independently and represent CRS.
10-Proficiency in computer applications (MS Word, Excel).
