Project Officer, Emergency Psycho-Social (PSS) Support for Gaza Pre-School Children: One position, duration 8 months (approximately), renewable upon availability of funding.

Summary of the Position:

The Project Officer will work under the direction of the Program Director, IOCC Gaza Field Office in the management, implementation, supervision and monitoring of IOCC-JWBG Project: Emergency Psycho-Social (PSS) Support for Gaza Pre-School Children. S/he will be supervising both, the managerial and technical components of the work, and will be required to organize and follow-up the work of the Field Psycho-Social Workers (FPSW) team, liaise and work closely with, Local Partner(s), psycho-social support service providers, cooperating pre-schools and kindergartens, local communities, etc. and required to adhere to IOCC and donor policies and procedures. S/he is also expected to have regular and updated information on Gaza mental and psycho-social health situation and to be able to strategize and plan future psycho-social interventions concepts. S/he is also required to represent IOCC-JWBG in the Health and Education Clusters.

Key Responsibilities:

These will include, but are not limited, to the following:

  • In close coordination with IOCC Program Director, lead the implementation of IOCC Emergency Psycho-Social (PSS) Support for Gaza Pre-School Children project in accordance with grants agreements and with full compliance to IOCC and donor regulations.
  • Lead the implementation of the project in the field in reaching the project objectives, and in accordance to the project implementation plan and timeline.
  • Supervise the work of the project’s Field Psycho-Social Workers (FPSWs) and IOCC local/community partners, including the provision of necessary guidance and support.
  • Supervise and coordinate the work with IOCC partners and the beneficiary kindergartens (KGs) and communities.
  • Organize and ensure proper, transparent and efficient beneficiary KGs selection; follow-up and monitoring of the process.
  • Conduct regular field visits and follow-up and monitoring to program sites and as per the planned schedule and activities, and provide regular reporting on the progress, achievements, constraints, etc. Collect base-line and needs assessment data.
  • Collect and verify the documentation related to beneficiary KGs selection, field site visits, beneficiary children, training attendance, and other project activities.
  • Work closely with IOCC partner and project staff to ensure compliance of project monitoring and evaluation forms by staff and beneficiaries.
  • Assist in developing the knowledge and capacity of IOCC local project/program partners, in order to improve their project implementation skills and knowledge.
  • Assist in ensuring effective coordination of project/program implementation with the local partners /KGs/ community members or psycho-social support service providers.
  • As directed/requested, to provide data and information necessary for the preparation and provision of project/program reports, success stories, tracking all implementation.
  • Provide the Program Director with daily field reports and monthly progress reports.
  • Commitment to offer more volunteer time dedicated for the work purposes, if needed.
  • Perform other duties as assigned or required.

Job Requirements

Knowledge and Skills: Managerial and supervisory skills; community Psycho-social (PSS)  support work and development; familiarity with Palestinian mental and psycho-social health sector and the major psycho-social care providers in Gaza including international and local NGOs, interpersonal communication skills; advanced written and verbal communication; fluently in Arabic and English; computer literate and proficient in Microsoft Windows package; and very good reporting skills.

Competencies:  Ability to build strong personal and community relationships with all project stakeholders and beneficiaries, partner organization, beneficiaries and other contacts; sensitivity to cultural conditions and practices; tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining IOCC programs; ability to think strategically, analyze issues, and make appropriate recommendations.

Education: Bachelor degree in in psychology or psychological counselling from a recognized university. Additional higher diploma/training in community mental health or a master's degree in mental health from a recognized university will be an asset.  

Experience: A minimum of five-year experience in working on similar projects is preferred, working with international/local development and relief organizations, preferably in the country of assignment; focusing on emergency response and community work and project implementation.
