Project Officer
Overview:
Shiam is a Palestinian locally registered non-governmental, non-profit organization (est. 2018) that aims to spread the principles of good citizenry, human values, gender equality and mainstreaming, democracy and good governance among Palestinian youth. Shiam is the spinoff organization of the internationally recognized Palestinian Youth Local Councils (YLCs) program initiated by Global Communities in 2008 to develop youth as accountable leaders’ who believe in and practice democracy, good governance, equality, humanity and their own agency to effect positive change in their society. Shiam organization was founded by Palestinian leading youth advocates, YLCs alumni, and non-partisan civic engagement activists. It was established to sustain the YLCs venture, scale-up and institutionalize its national presence, enhance coordination, networking and synergies between all YLCs, provide an advocacy platform for effective policy change, and build youth capacity through targeted trainings and practical engagement in their communities’ social, cultural and economic development.
Shiam Mission: To support platforms and initiatives that promote youth social, economic, and civic participation and leadership.
Shiam is looking for a Project Officer to join Shiam’s team to play a pivotal role in advancing the organization’s mission and oversee projects implementing from start to finish including leading the fundraising for Shiam, coordinating and managing multiple projects focused on empowering and engaging marginalized groups such as youth and women. The project officer’s responsibilities will involve project planning, implementation, monitoring, and evaluation ensuring project’s goals are executed in alignment with donor requirements and organizational goals.
Roles and Responsibilities:
Project Management
- Develop project plans and proposals, including designing activities and objectives, timelines, budgets, and resource requirements.
- Collaborate with stakeholders to identify project scope, goals and deliverables.
- Oversee project activities and ensure adherence to timelines and budget constraints.
- Coordinate project tasks, assignments, and schedules for team members and volunteers.
- Manage project documentation, reports, and communications.
- Collaborate with the Shiam’s finance and procurement departments as needed to support in managing project budgets, expenses, and procurement processes.
- Optimize the use of resources to achieve project objectives efficiently.
- Provide administrative support as needed.

Youth Engagement and Partnership Building
- Collaborate with youth groups and councils, and local institutions to promote project objectives and participation.
- Design and implement activities that promote youth development, leadership, and skill-building.
- Provide support and guidance to young participants involved in projects.
- Support in brainstorming youth engagement strategies to advance the organization’s outreach to marginalized youth in Palestine.
Monitoring and Evaluation
- Monitor project progress and performance indicators.
- Conduct evaluations and assessments to measure project impact and outcomes.
- Identify areas for improvement and implement corrective actions.
- Cultivate and maintain relationships with partner organizations, donors, and community stakeholders.
- Prepare regular progress reports and updates for internal and external stakeholders.
- Communicate project goals, achievements, and challenges effectively.
Qualifications and Skills:
- Bachelor’s degree in Business Administration, International Development, Social Sciences or any other relevant field.
- Minimum 2-3 years’ experience in the field.
- Demonstrated skills in innovative program development.
- Proven experience in project management, particularly in youth-focused initiatives.
- Proven success connecting youth and understanding youth issues.
- Good experience in data gathering techniques and presentation.
- Excellent command of computer programs: Word, Excel, Power Point.
- Ability to work with people at all levels and in a multicultural environment.
- Demonstrated experience in successfully translating data and findings into activity recommendations.
- Strong organizational and multitasking abilities.
- Excellent communication and interpersonal skills.
- Knowledge of youth development principles and best practices.
- Full professional proficiency in spoken and written both in English and Arabic.
