Project Officer
Founded in 1993, Médecins du Monde Switzerland is a medical association of international solidarity that is part of the Médecins du Monde network. We provide sustainable access to health care for people in vulnerable situations in Switzerland and around the world.
MdM Switzerland, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victim of occupation-related violence, children and detention, suicide prevention and management, strengthen of access to mental health cares at national and community level, and advocacy initiative.
MAIN OBJECTIVES:
- To organise, implement and monitor the project’s activities. To ensure compliance with planning, the logical framework, and guidelines (donors, MdM)
- To promote the quality of activities, practices, and data in MHPSS, Medical and Emergency response sectors
- To directly or indirectly lead/supervise teams (MdM or partners)
POSITION IN THE ORGANIGRAM:
Under the managerial responsibility of the Gaza Field Coordinator
Managerial responsibility of the field team (psychologists and social workers)
FUNCTIONS:
- Organise and supervise the whole project life cycle under his/her responsibility.
- Manage and plan for resources required for activities implementation (logistics, finance, HR),
- Provide technical and managerial supervision of MdM staff and/or partners, in coordination with the mission’s technical focal points.
- Ensure proper data collection and analysis, including need assessment, participate in data monitor indicators with and through coordination with MEAL department
- Manage and lead a team (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management)
- Provide information and reports on progress, including challenges and risks, using the project monitoring and follow up tools.
- Participate in the planning and operational implementation of the intervention strategy (i.e. design of activities)
- Support the development and adaptation of specific didactic materials for technical topics and capacity building activities.
- Ensure that the donor procedures and guidelines are respected.
- Ensure that internal processes, policies and procedures are respected.
- Comply with internal and external deadlines, as agreed with the manager.
- Identify needs and carry out training activities for MdM staff and/or partners.
- Facilitate/coordinate with the local partners and stakeholders.
- Contribute to evaluation missions, impact studies, capitalization studies, etc.
- Represent MdM with partners, local authorities and relevant actors related to the projects.
- Participate in advocacy and communication work.
- Monitor the humanitarian context and report to the management.
- Monitor the security context, provide information to the security focal point and ensure the implementation of the security rules for his/her team.
- Plan and monitor activities and implement corrective action where necessary.
- Advise, arbitrate and support measures to be taken in the event of difficulties, malfunctions and/or incidents.
The list of tasks is not exhaustive and may be adapted to reflect specific needs and the requests of the manager.

- Ability to create project timelines that allow for flexibility and adaptability to changing circumstances.

- Excellent communication skills with other colleagues and departments, and with external stakeholders.
- Good skills in organization, co-ordination and the transfer of knowledge are essential. The person must be able to work independently and without constant supervision.

QUALIFICATIONS AND EXPERIENCES:
- Master’s degree in social sciences, public health, mental health, or a related field
- Previous experience in Sexual and Reproductive Health
- Previous working experience with local NGOs or INGO in managerial position, preferably in protection/Emergency humanitarian projects and/or community intervention.
- A minimum of 5 years of progressive professional experience in the project cycle management is required.
- Knowledge of security protocols and ability to implement safety measures in high-risk areas
- Experience in community-based interventions
- Experience in working in close collaboration with national and local authorities and civil society.
- Experience in financial and logistics resources planning (budget follow up, procurement plan)
- Experience in developing and conducting needs/vulnerability assessments and previous participation in beneficiary selection processes.

- Fluent English & Arabic is an asset.
- Experience in MEAL frameworks to track project progress, impact, data collection, documentation and quality of implementation.
- Essential computer literacy (MS Office package and cloud tools like SharePoint)
- Valid Driving Licence and ability to drive with the team in the field.
CONDITIONS:
- The position is based in Gaza.
- Contract Duration: 6 months renewable, with 3 months' probation period.
- Working Hours: Standard office working hours from Sunday to Thursday.
