Project Officer Assistant

For a period of 10 months

In the framework of food security and livelihoods programming to assist vulnerable households in the Gaza Strip, the Project Officer Assistant will support the Head of Project in the implementation, monitoring and evaluation of projects in the field. The Project Officer Assistant will collaborate fully with the Head of Project in the identification of appropriate solutions for identified project constraints. The Project Officer Assistant will work under direct supervision of the Head of Project and under the technical guidance of the Program Manager. The Project Officer Assistant will collaborate fully with the Head of Project in the following tasks:

General Tasks

Supervise the daily field activities in coordination with the local partners and report on progress and any challenges encountered to the Head of Project.
Support the implementation and monitoring of the approved business plans in coordination with the local partners. Supervision will be undertaken by Action Against Hunger according to organisational policies and procedures.
Supervise the daily work by the social workers and data collection process in the field.
Participate in the preparation and the collection of data for communication purposes (case studies....)

Specific Tasks

Supervise the daily field activities and report on progress and any challenges encountered to the Head of Project.

Participate through data collection and field visits in stakeholder mapping and evaluation of financial service providers’ capacities for cash transfers in Gaza.

Supervise daily field work of the partners and the implementation of the signed agreements and report on any challenges to the Head of Project

Support project beneficiaries to prepare business plans and cash flow statements for the on-going Income Generating Activities.

Participate in evaluating the prepared business plans under the Head of Project supervision.

Support the implementation and monitoring of the approved business plans in coordination. Supervised will be undertaken by Action Against Hunger according to organisational policies and procedures

Assist and provide technical and financial advice for the Enterprise Development project beneficiaries to purchase the required tools and materials for the enterprise developed and re-established.

Participate in the data collection for project activity evaluation or for communication purposes under the supervision of the Head of Project.

Support organisation of the trainings and awareness sessions with the beneficiaries, and in collaboration with local partners.

Ensure field work complies with project working plan and timeframe.

Propose solutions and improvements relating to project progress.

Assist in preparing and updating beneficiary files for each business category.

Assist in the preparation of time schedules and household survey tools.

Assist in preparing monitoring plans and implementation procedures for each activity.

Coordinate with other project staff to cross check the beneficiary list and avoid duplications, establish and/or update beneficiary database

Participate in distributing daily tasks to the social workers.

Supervise the daily work by the social workers and data collection process in the field.

Collect the completed questionnaires from the field on a daily basis.

Collect and update context information and household vulnerabilities to support the development of the departmental strategy.

Participate in the elaboration of the defined capitalization process in the final products that are generated from the project: manuals, guides, etc.

Follow up the data entry for collected data.

Daily reporting of field activities to the Head of Project (material delivered, work achieved, beneficiaries’ attendance, obstacles and constraints) taking into consideration reports requirements and monitoring and/or evaluation tools and indicators.

Participate in the preparation of the monthly "Activity Progress Reports" (APRs) and submit them to the Head of Project.

Participate in the preparation and the collection of data for communication purposes (case studies....)
Additional tasks may be requested from the employee within the scope of the project framework.

Job Requirements

Profile of the Candidate:

Bachelor degree in Economics, Business Administration or any related field.
Postgraduate in Human Resources; Entrepreneurship; Management of Groups; and Communications.
Proven relevant field experience in food security context in the Gaza Strip.
Previous experience in the business sector and/or supervising projects focusing on Income Generating Activities will be a plus.
Experience of working with groups in risk of social exclusion and/or disadvantaged communities in the area of intervention.
Fluency in reading, writing and speaking Arabic and English.
Good Knowledge of Word, Excel, PowerPoint and Internet.
Technical knowledge in Livelihoods program implementation, preferably in the Gaza Strip, Knowledge of business plan development is a must.
Knowledge of humanitarian or emergency or development programming is a plus.
Able to travel across the Gaza Strip.
Ideally able to travel to the West Bank and Jerusalem and stay overnight.
