Job Summary:
CRS is seeking a Project Officer under the Cash and Voucher Assistance (CVA) portfolio in the West Bank. CRS is currently implementing Multipurpose Cash Assistance (MPCA) and cash for shelter programming as part of the different emergency responses. As a CVA Project Officer, you will monitor and report on cash and voucher project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities:
- Support the coordination and implementation of all cash and voucher project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Coordinate with relevant teams within CRS including Compliance, Finance and Programs to implement CVA activities, ensuring a timely, efficient and rapid roll-out of assistance. Coordinate externally with partners and relevant cluster coordination fora, as needed
- Plan and conduct regular field visits to the targeted communities to monitor program quality and progress and provide technical support to partners and project participants including cash distribution, beneficiary feedback, and performance of participating vendors.
- Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Provide coaching and mentoring to program and partner staff on the project approaches and assist in their efforts to reflect on project experiences.
- Support accountability through ensuring proper financial management of cash-based programs including tracking cash expenditures across projects and ensuring compliance with CRS and donor financial and technical guidelines.
- Support monitoring and learning activities, supporting drafting of project learning documents, analyzing monitoring information and coordinating with project leads to ensure required follow-up and adaptations are outlined and actioned.
- Collect information on staff capacity needs and technical assistance needs of partner organizations and provide needed trainings on cash-based programing and ensuring they understand procedures, accountability standards, and security protocols.
- Support the dissemination of the CRS Safeguarding Policy & Code of Conduct and Ethics to local implementing partners, project beneficiaries, and relevant community members, including mechanisms to safely make a report or provide feedback; ensure compliance with this policy and immediately notify supervisor of any concerns.
Basic Qualifications
- Bachelor’s degree.
- Minimum of 2 years of work experience in project support. Experience in the project’s sectoral areas and for an INGO would be a plus.
- Additional experience may substitute for some education.
Required Languages – English and Arabic fluency is required.
Travel - Must be willing and able to travel up to 30-40% across the West Bank, as needed, security
permitting.

Preferred Qualifications
- Bachelor’s degree in engineering, international development, or related field.
- 2-4 years’ experience working in an NGO environment.
- Experience in working with Area C and refugee camps within the West Bank.
- Experience in participatory action planning and community engagement.
- Experience monitoring projects and collecting relevant data preferred.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
