Project Officer – peacebuilding background
Duration: 11-15 months
Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice.
Job Summary:
CRS seeks a Project Officer (PO), based in the West Bank, to assist in the implementation of a grassrootslevel peacebuilding program working with youth in the West Bank and Gaza. The PO will coordinate the implementation of project activities, including planning with the local partner, organizing events with community members, and timely/accurate reporting. The PO will perform the following:
1-Coordinate and oversee program implementation of youth-led activities of the peacebuilding project in close cooperation with the local partner and Chief of Party.
2-Monitor the implementation of youth initiatives in the West Bank and guide the Gaza Project Coordinator in the implementation of the Gaza youth initiatives.
3-Design and implement a week of activities in Sep 2011 around the International Peace day.
4-Mobilize community members and volunteers for inclusion in relevant project activities.
5-Assist COP in managing YVCA budgets, including tracking of financial and material resources,
review actual financial performance against partner budgets, and explain over or under spending
variances on a regular basis.
6-Conduct field monitoring visits of project activities and liaise closely with Chief of Party to ensure
quality implementation.
7-Manage the program’s monitoring and evaluation system, using data analysis as the basis for measuring performance that ensure that M&E learning is incorporated into evolving program plans.
8-Prepare high quality progress reports for donor with photographs and “Stories from the field” in close coordination with local partner – ensure compliance with donor reporting requirements; work closely with finance dept for financial reporting and ensure financial reports match actual expenditures.
9-Management (including data entry) of YVCA’s/USAID Geo-Mis data, as well as TraiNet and other reporting requirements.
10-Manage administration and filing systems for the project: including agreements, correspondence, meeting minutes, copying, etc.
Position Requirements and Qualifications:
1-University degree in relevant field, preferably with some formal peacebuilding study
2-Minimum of three years work experience in grassroots level peacebuilding, conflict resolution, conflict prevention programming and working with youth on the same topics. Familiarity with USAID regulations preferred.
3-Familiarity with Peacebuilding theory and related concepts is preferred.
4-Demonstrated experience in community mobilization, organization and mediation among local actors
5-Excellent writing and communication skills in both English and Arabic
6-Proven ability to multi-task and meet deadlines
7-Proven ability to develop proposals and write reports meeting donor requirements
8-Proficiency in computer applications (MS Word, Excel)
