This is a Part-time position and working hours 3 days/week, 08:00 – 16:00.

Given the current emergency in Gaza, flexibility on the part of all PUI staff in this is regard will be appreciated and required.

Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002. 

PUI is operating in the West Bank, including East Jerusalem and Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.

PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.

Overall Objective

Under the supervision of the Health Project Manager, the Project Pharmacist is responsible for ensuring the general good functioning of the central PUI pharmacy and an adequate supply of quality medicines and medical equipment for the different healthcare facilities supported by the mission.

He/she must ensure the proper management of medicines (supply, storage, distribution, monitoring of stocks and consumption) for the PUI health program in Gaza, both at the level of the central pharmacy and at the level of the health structures supported. The drug supply chain must be safe, reliable and documented at all levels.

Tasks and Responsibilities

  1. SUPPLY PROCESS AND MANAGEMENT
  • He/she facilitates the importation processes of medicines, medical supplies and medical equipment in collaboration with the supply chain manager
  • He/she ensures compliance of the organization’s procedures with MOH and donor rules and regulations 
  • He/she supports the Health Coordinator in elaborating needs estimates and medical orders, as well as collaborating with the Supply Chain Manager and Health Coordinator to follow-up the orders sent to HQ (orders for the project and punctual additional orders)
  • He/she supervises the delivery and reception of medical materials and consumables as well as the quality control of the medicines received.
  • He/she informs the logistics and medical departments in case of non-compliance.
  • He/she checks the conformity of the physical orders received against the expected theoretical quantities and informs the Health Project Manager in case of inconsistencies.
  • He/she supervises the preparation, distribution planning and routing of the needs of the supported health structures.
  • He/she plans and implements donations/loans/exchanges when appropriate
  • In collaboration with the Health Project Manager, he/she develops and maintains relationships with UN agencies and partners at Gaza level and ensures timely requests for ad-hoc provision of needed supplies (e.g. nutrition supplies, IAHR kits)
  • He/she informs in advance and collaborates with the logistics department for the organization of the local transport of medicines
  1. STOCK MANAGEMENT
  • He/she controls the management of the central stock of medicines and medical consumables and supervises the management of the stock at health facility level. This includes stock movements both at the level of the pharmacy database and physical movements, anticipation and management of expired products
  • He/she carries out a monthly physical inventory of the central pharmacy as well as the dispensaries in PUI supported healthcare facilities, and performs random checks. In the event of a discrepancy between the inventory and the theoretical stock, he/she investigates and informs his/her supervisor
  • He/she is the guarantor of an appropriate (especially with regard to temperature, humidity, light and sanitary conditions), orderly (classification, labeling) and secure (keys, access) storage of medical stock according to PUI procedures
  • He/she ensures that the storage conditions are in accordance with national legislation, in particular for narcotic drugs and narcotics.
  • He/she makes sure that the procedures and tools used in the health facilities supported are well understood and applied
  • He/she ensures appropriate stock rotation and that expired and/or damaged items are quarantined and effectively destroyed in accordance with local legislation
  • He/she ensures pharmacovigilance and informs his/her supervisor immediately of any problem related to the quality of a drug, in accordance with the PUI procedures for pharmaceutical management
  1. DATA COLLECTION, CONSOLIDATION AND ANALYSIS
  • He/she supervises the weekly and monthly data collection (inputs/outputs, inventory, consumption) from the PUI-supported health facilities and their entry into the pharmacy management files
  • He/she analyses this data in order to optimize the management of drugs and medical equipment (needs estimation, control, supply, cold chain, expiration dates, surplus/out of stock, etc.).
  • He/she ensures the regular and appropriate use of management documents (stock sheets, delivery slips, computer tools etc.) by the pharmacy and medical/nursing staff at the PUI-supported healthcare facilities.
  • He/she works in close collaboration with the medical team leaders in order to verify, in relation to epidemiological data, the status of stocks and consumption and to evaluate the relevance of prescriptions
  • He/she must provide in real time any reliable data of stock, consumption, use of drugs and health products for the project
  1. STAFF SUPERVISION AND TECHNICAL SUPPORT
  • He/she provides training, coaching and technical support to the pharmacy assistant/dispensers in the supported health facilities on stock management, rational use of drugs, substitution, critical analysis of consumption in the health facilities.
  • He/she coaches the pharmacy and medical/nursing staff on the implementation of tools and SOPs
  • He/she monitors the quality of prescriptions and conducts ad-hoc training with medical prescribers on treatment guidelines, rational prescribing, etc.
  • He/she visits the supported healthcare facilities on a regular (minimum weekly) basis to ensure proper management of medicines at the level of the health structures supported.
  1. REPORTING & MEETINGS
  • He/she writes a monthly activity report for the Health Project Manager and Health Coordinator.
  • He/she ensures the filing of documents and archives of the project.
  • He/she participates in regular Health team meetings
  • He/she represents PUI in Health Cluster meetings, etc., as needed
  • He/she updates and shares the annual PUI pharmacy activity plan
  • He/she participates in the monitoring missions of the donor
  • He/she contributes to the elaboration of donor reports specifically for drug-related information on the mission.

Note:

The candidate must have permanent or temporary residence in southern Gaza Strip, close to PUIs Emergency Guest House in Deir Al-Balah & KhanYounis-Almawasi.

EDUCATION: 

  • Pharmacy degree with valid professional license

PROFESSIONAL EXPERIENCE: (Humanitarian, International)

  • Minimum 2 years’ experience working in as a pharmacist.
  • In-depth knowledge of local legislation and policy on the management of medicines and medical consumables

LANGUAGES

  • Arabic
  • English

Required:  Fluency in English and Arabic (both Written and Verbal).
