Project Summary
Over a period of 18 months MEND in partnership with Catholic Relief Services (CRS) will implement the peacbuilding project entitled “Youth Voices for Community Action” (YVCA) funded by CMM/USAID. The project covers six urban centers of the West Bank and Gaza Strip -- Jerusalem/Bethlehem, Hebron, Ramallah, Nablus, Jenin and Gaza City. Targeting 360 direct and 1,500 indirect youth beneficiaries between the ages of 18-25, the project will produce a cadre of Palestinian youth who use nonviolent approaches to address conflict within their communities (SO1). Concurrently, sustainable platforms will be established enabling youth to voice concerns to local and national
leaders regarding conflict in the WBG (SO2). In support of these objectives, YVCA will promote cooperative relationships between Palestinian civil society actors and youth leaders for addressing issues of conflict in their communities. It will employ experience-tested “continuous learning” and “learning-by-doing” approaches to reach Palestinian communities with messages of nonviolence, and then will connect those messages with Palestinian leaders.

Job summary
MEND seeks a Project Supervisor (PS), based in Beit Hanina/Jerusalem, to assist the Chief of Party and local partner in the implementation of a grassroots-level peacebuilding program working with youth in the West Bank and Gaza. The PS will coordinate the implementation of project activities, including planning with the local partner, organizing events with community members, and timely/accurate reporting.

Primary Responsibilities include but not limited to:
-Project Implementation
1-Coordinate and oversee implementation of youth-led activities of the YVCA project in close cooperation with the local partner and Chief of Party.
2-Facilitate formulation of a work plan to support YVCA set-up with the local partner including initial assessments, team selection, community project selection, and regular monitoring.
3-Support peacebuilding program activities as requested, even if the event falls outside the YVCA programming, and support other MEND program efforts as requested.

-Program Quality
4-Assist the COP in providing guidance and technical oversight to the partner and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
5-Conduct field monitoring visits of YVCA activities and liaise closely with Chief of Party to ensure quality implementation.
6-Conduct program’s monitoring and evaluation system, using data analysis as the basis for measuring performance that ensure that M&E learning is incorporated into evolving program plans.
7-Prepare high quality progress reports for donor with photographs and “Stories from the field” in close coordination with local partner – ensure compliance with donor reporting requirements; work closely with finance dept for financial reporting and ensure financial reports match actual
expenditures.
8-Compliance with all MEND administrative and operational procedures and policies, as well as applicable donor regulations.
9-Manage administration and filing systems for the project, including contracts, correspondence, meeting minutes, etc.

Position Requirements and Skills
-Professional Qualifications
1-University degree in relevant field, preferably with some formal peacebuilding study.
2-Minimum of three years work experience in grassroots level peacebuilding, conflict resolution, conflict prevention programming and working with youth on the same topics.
3-Familiarity with Peacebuilding theory and related concepts preferred
4-Demonstrated experience in community mobilization, organization and mediation among local actors using participatory methods.
5-Strong cross-cultural skills and experience working with people from different backgrounds.
6-Excellent writing and communication skills in both English and Arabic
7-Proven ability to multi-task and meet deadlines.
8-Proven ability to develop proposals and write reports meeting donor requirements.
9-Proficiency in computer applications (MS Word, Excel)
10-Knowledge of USG-funded programs and key USG regulations pertaining to grants and agreements with non-profits, cost principles for non-profit organizations preferred.
11-Understanding of and experience with faith-based organizations, and accompaniment and capacity-building principles in local partnerships highly desired.
12-Ability to travel within the West Bank including Jerusalem.
