MSF-Belgium is currently seeking to hire a PROJECT SUPPLY CHAIN MANAGER

Main Purpose

Defining, coordinating and monitoring the supply chain activities in the project according to MSF protocols, standards and procedures in order to ensure the optimal running of the project

Accountabilities

•        In collaboration with the Project Coordinator and the Supply Chain Coordinator or Logistics Coordinator, planning, establishing and reviewing the supply activities in the project including its budget, in order to identify and optimize the response to the needs of the mission and the targeted population

•        Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply tools (LogistiX 7, Q4, etc.)

•        Ensuring the availability of relevant management data to the owners of the stock, project and capital coordination (expired drugs, risk of shortages, stock reports, lead time, pipeline, etc.).

•        Managing the supply team in the project, and in collaboration with the PC, Supply Chain Co or LogCo and the HRCo, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his / her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities

•        Participating in monthly reporting according to guidelines

MSF Section/Context Specific Accountabilities     

•        Collaborates with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain.

•        Analyzes current inventories and procedures; suggests improvements to increase efficiency of supply chain and profitability for the company.

•        Identifies and coordinate optimal cargos and transportation routes with attention to consolidation of warehousing and distribution.

•        Assess the need for material-handling equipment and staffing; makes recommendations to ensure efficient loading, unloading, movement, and storage of materials.

•        Negotiates prices for materials and delivery with suppliers, vendors, and/or companies.

•        Participates as an advisory member of the product development team, providing information and guidance on availability and cost of supplies and materials.

•        Monitors the performance of suppliers, assessing their ability to meet quality and delivery requirements; identifies and qualifies new suppliers in collaboration with other departments.

•        Support in monitoring the facilities need interm of NFI, food items etc..

•        Maintain good collaboration with other partners (Log cluster, WHO, WFP, UN, etc) in order to guarantee the cargo notification and release of pallets in timely manner.

•        Develop contracts and service agreements supply related.

•        Support the line manager in preparing tenders and designs related to construction and rehabilitation works.

•        Work together with the regional supply office to complete the project orders required for the Gaza mission.

•        Performs other related duties as assigned.

Education

Essential degree and specialization in Logistics/Supply Chain/Engineering is an asset

Experience

Minimum 2 years' experience in supply chain
