Project Support Officer
40 hrs per week - One year contract

Based in Gaza
Purpose of the job:
To work closely with AMENCA project area managers in both Gaza and the West Bank, the Economic Justice Lead- Gaza, and programme support staff to ensure that the AMENCA III programme, “Takamol” is implemented at high standard, through providing management and coordination support to AMENCA project team including implementing partners.
Key Responsibilities and Accountabilities
Delivery and implementation
Provide day-to- day support to implementing partners and Oxfam’s project team (programme, finance, policy, media and communication, funding, etc.) throughout the project life cycle ensuring adherence to the project proposal, log-frame, action plan and budget and contractual obligations towards Oxfam and Oxfam’s back-donor.
Support the project team and implementing partners in the delivery of high quality reporting in accordance to Oxfam’s and the back donor’s contractual requirements and deadlines, reporting templates and standards in close coordination with programme, finance and institutional funding staff.
To be responsible for project level due-diligence and spot chek in line with donor requirements.
Assist in preparing relevant communication material including presentations, fact sheets, photo archive, and relevant material to support in the dissemination of key information about the project to internal and external stakeholders.
Support in the preparation and organization of field visits to project sites both for Oxfam and official donor visits.
Support in preparing and organizing internal and external meetings for the project including the documentation and circulation of the meeting minutes to relevant parties.
Support implementing partners and the project team in project risk-monitoring and risks reporting.
Support Oxfam’s project team in establishing and managing relationships with partners and stakeholders, including communities, producer organizations, key private sector companies, national and local NGOs, research institutions, and the Government.
Support in programme development and undertake / commission research or analysis to underpin programming on inclusive business models, agriculture policies and related areas.
Work with program and partners staff to ensure all relevant information and processes required from the programmes team are duly completed
Pro-actively share information within the OPTI programme and the wider Private Sector Engagement team at Oxfam and ensure that team members are coordinating effectively over activity planning.
Provide and facilitate technical support, training and information to partners to enable them to effectively use Oxfam resources as well as best practices in participatory programme compliance, planning, budgeting, delivery, monitoring, evaluation, impact assessment and learning.
Implement Oxfam's gender diversity, and equal opportunities policies throughout programming.
Provide support to the Economic Justice Programme at all levels (strategic, tactical and operational) ensuring the programme is relevant to stakeholders needs and interests.
Support in maintaining, filing and archiving the project’s key documents including but not limited to contracts, reports, audits, external evaluations, official communication, etc.
Ensure that the project records and key documentation are uploaded into Oxfam’s management information system efficiently and accurately and in a timely manner.

Manage Oxfam’s risk
Ensure that budgets are drawn up for all activities and that costs are kept within budget, providing a monthly financial summary and quarterly analysis of trends.
Be aware of and respond to sensitivities of operating within the national/regional context.
Ensure close monitoring of identified programme risk, and frequently update risks register.
Communicating Oxfam's work and contributing to the programme
Participate in coordination meetings, meetings with external donors and other key external stakeholders that are relevant to the project where relevant.

Technical Skills, Experience & Knowledge
Essential
A good level qualification, and academic degree in economics/agricultural economics/ agribusiness/ development management or other development sectors.
Substantial and demonstrable experience in development and management of agriculture/rural enterprise based livelihoods programmes. Working through value/supply chain involving commercial partnerships with local and multinational private sector.
Understanding and experience working with Markets for Poor approaches to market facilitation.
Proven success in compliance and quality management, and demonstrated experience working in donors, Oxfam and institutional management of compliance procedures on risks, procurement, reporting and other contractual obligations.
Demonstrated ability in budget development and monitoring and management of financial resources efficiently.
Excellent analytical, conceptual and strategic planning skills.
Ability to rapidly analyze situations, identify problems, risks, opportunities and trends, and to take realistic and balanced decisions accordingly, consulting appropriately.
Experience in procurement and finance.
Demonstrated capacity in integrating gender equity and diversity concerns in programming, advocacy, monitoring and evaluation and staff management.
Experience in developing programme monitoring and evaluation systems, in promoting ongoing learning and in matching learning and outcome/ impact assessment to strategy and decision making.
Excellent communication capacity and proactive approach to building relationships with key external/internal contacts.
Fluency in written and spoken English and Arabic.
Ability to present complex information in a succinct, precise and digestible form.
Capacity to work sensitively and in a participatory manner with diverse actors.
Competent to work with significant levels of autonomy and authority.
Ability to manage complex workload and meet deadlines.

Salary
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 107,376- 168,662ILS gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
