Project Technical Officer
I- Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-oriented working environment.
II- Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a Project Technical Officer for its operations in Gaza.
III- Responsibilities
The technical officer will work under the project supervisor and is responsible for collecting technical data specific to shelter projects criteria. This includes organizing and supervising the technical field assistants in the field, checking and approving the relevant documents. He/She is responsible to follow up the technical work implementation, and provide technical support and supervision for projects beneficiaries.
- Complete beneficiary assessment forms as stipulated in project tools.
- Support in conducting technical assessments in line with project criteria, in order to meet objectives and needs
- Ensure smooth cooperation with ACTED partners and maintain systematic lines of communication.
- Prepare BOQ’s for needed works and support accountable selection of Beneficiaries.
- Report any complaint raised by beneficiaries through the agreed mechanism.
- Update daily the line manager about the situation of the ongoing activities.
- Provide trainings to local partners as per project action plans.
- Establish strong working relationship with targeted communities, including local leaders and identification of local focal points.
- Promote and share ideas for technical improvement in design, delivery or monitoring of market based and shelter-related projects.
- Maintain a degree of flexibility to work irregular hours in the case of a rapid emergency response.
- Report daily and on weekly basis to the line manager.
- Contribute to the development of ACTED’s strategy, action plan and activities plan and priorities for the Shelter program.
- Undertake any other reasonable task assigned by management

IV- Qualifications:
- Bachelor's degree in Civil Engineering, or related field.
- Minimum 4 years’ experience in relevant field with good skills to implement and manage quality control on different programs.
- Proven experience working with NGOs, INGOs, possibly in similar roles.
- Ability and experience to write reports and follow-up execution of projects’ activities.
- Very good knowledge of Gaza Strip and ability of movement in the field, including insecure environments.
- Able to commit to flexible working hours and willing to travel whenever necessary.
- Ability to work in a team, under pressure, ability to take initiative, make decisions, monitor and evaluate. Capable in planning and problem solving.
- Ability to handle multiple assignments & meet deadlines with willingness to travel to the field independently
- Mature professional attitude, excellent communication, creative and flexible with ability to work in a team.
- Computer skills, especially on the technical-related software’s and including the ability to operate Microsoft Office Pack
- Excellent in written & spoken English/ Arabic with technical report writing
- Valid Driving license (with clean record) is compulsory
