Projects Manager
The Project Manager (PM) leads the project’s team (CARE and partner staff) during the different stages of the project life cycle (design, conceptualization, and implementation) as needed while ensuring that CARE Palestine WBG projects are aligned with the Program & Strategy of the Country Office (CO).
The PM will be responsible for managing/coordinating two projects: “Improving the Availability and Accessibility of Youth and their Caregivers to Mental Health and Psychosocial Support Services in West Bank” (funded by ENABEL and in partnership with a local NGO), and “Increasing health and resilience to COVID-19 and similar crises in Palestine, West Bank and Gaza” – SEHATI Project (funded by Austrian Development Agency (ADA) and in partnership with a local NGO).
The first project (The MHPSS - ENABEL funded) is a three-years project; builds on the experiences, learning, and results acquired over years of interventions from Care International, and its implementing partner. CARE is mandated to ensure people can access health rights and to capacitate local actors. Its strategic priorities is directed to strengthen local health systems and community based organizations and to support marginalized population, especially adolescents and youth, to exercise their right to health; increase access to quality health services, including provision of PSS services, especially in humanitarian and fragile situation. It is further mandated to prepare and respond to public health emergency preparedness. CARE and its partner have developed the proposed action based on their previous collaboration in promoting mental health and fostering a supportive psychosocial environment for adolescents and young people. The aim is to ensure that the mental health and psychosocial support (PSS) strategies set forth by the CARE, the local partner, and the Palestinian Ministry of Health are effectively implemented. The partners have a long-term commitment to empowering communities, particularly young people, women, girls, boys, rural communities, and people with disabilities, as well as mental health professionals, to realize their rights in the realm of mental health and PSS.
The second project “SEHATI project” – funded by ADA, is an ongoing project (ended in the end of 2024) aims at Increasing Health and Resilience to COIVD 19 and similar crises in Palestine (West Bank & Gaza). The project has 3 outcomes: Outcome 1: Communities’ knowledge and awareness of COVID-19 and infectious diseases are improved (COVID-19, Influenza, other communicable diseases, and prevention measures). Outcome 2: Capacities of health care providers to prepare for and respond to COVID-19 and other emergencies are strengthened. Outcome 3: Capacities of public health facilities are enhanced for improved infection control.
Primary activities for the Projects Manager include but are not limited to: management and implementation of the project/s initiatives, coordination between CARE’s team and all key actors in the project/s (including project partners, governmental actors, CARE staff, etc…), identify potential and emerging programmatic and financial issues related to the project/s; facilitate collaboration among all actors to find solutions for programmatic and financial issues; review and comment on progress and technical reports and other programming/project documents to be submitted to the Head of Programs, CI member and donors, and will also be responsible for overall planning, monitoring, evaluation, learning, and reporting on the projects to CO management, CI, and donors as well sharing the learning and experiences with other projects’ teams within the organization.
The PM works to expand the network of CARE Palestine WB&G’s collaborators by forming strong professional relationships with other organizations and institutions that add value to CARE’s program in the country. The PM actively supports the overall implementation of program strategies, monitoring risk, and managing CARE’s brand.
- RESPONSIBILITIES AND TASKS:
Responsibility #1: Staff Management 5%
- Provides ongoing supervision, leadership, support and guidance to the projects team, technical experts and consultants, as well as co-managing partners’ staff if needed-. Responsibilities include, but are not limited to writing job descriptions, interviewing and selecting staff, orientating new staff, training, developing individual operating plans (with staff), coaching, mentoring, and completing performance appraisals.
Responsibility #2: Project Management & Implementation 30%
- Responsible for the planning and implementation of all project activities
- Prepares the implementation time schedule.
- Responsible for planning and managing project finances, procurement activities, logistics and materials for the implementation of the project activities.
- Responsible and accountable for the performance of the project/s team including the partners (if needed), in terms of outputs, quality, efficiency and compliance with both CARE and donor’ rules and policies.
- Lead and write work plans, monthly narrative updates, and lead the documentation of comprehensive initiatives’ reports, field reports and other reports as required.
- Informs the program manager and other relevant staff about the project plans, activities and progresses orally and in writing on regular basis.
- Drafts terms of reference (TOR) for project related consultancies (e.g. those relevant to capacity building, business modeling, assessments, consultants or trainers, evaluators, etc.
- In cooperation with the procurement staff, prepares tender documents, participates in analyzing bids and recommends contractors to supervisor.
- Verifies requests for payment.
- With the support of relevant staff, lead gender analysis, design, and implementation of activities in line with CARE’s empowerment framework and gender transformative programming.
- Support our partner in identifying, designing, planning and delivering community-based mental and public health promotion and prevention activities.
- Coordinate with partners and local organizations to build linkages for the promotion of quality referral pathways, strengthening MHPSS services, and ensuring their integration of MHPSS concerns to related projects.
Responsibility #3: Financial, Procurement & Administrative Management 15%
- In cooperation with the procurement staff, develop a procurement plan, prepare tender documents, participate in analyzing bids and recommend contractors to supervisor.
- Monitor the work of the sub-contractors/consultants to ensure adherence to the terms of the contract and to ensure the quality of work meets predefined standards.
- Provide updates/forecasts and develop projects’ budgets as required.
- Work closely with finance team and partners to regularly monitor partners’ projects budgets in accordance with CARE and donors’ requirements.
- Coordinate with CARE Grants & Compliance Coordinator to develop due diligence and risk management reports;.
- Verify requests for payment from partners and vendors as applicable
Responsibility #4: Coordination, Advocacy & Representation 20%
- Liaises, coordinates, and collaborates with other representatives of ministries and respective village councils and authorities through the provision of information about the project and project activities.
- Coordination and leadership with national and local partner organizations, other consortia and relevant actors in the field.
- Responsible for any presentation related to the project and might be requested to present CARE with aforementioned different actors.
- Participate in technical and sectoral, national, working groups involving other consortia supported by the donor, (I)NGOs and UN Agencies and all other inter-governmental institutions and donor meetings as required.
- Represent CARE Palestine in technical meetings and cluster coordination events.
- Conduct regular meetings with relevant stakeholders to ensure coordination and collaboration.
- Collaborate with the Communication and Advocacy specialist/officer to create relevant communication and advocacy material.
- Ability to develop and adapt training packages on MHPSS related approaches, leading capacity building, and ensuring proper reporting and documentation.
Responsibility #4: Monitoring, learning, reporting and initiatives’ design. 20%
- With Support from the MEAL specialist, and the team, the PM will be responsible for improving systems to supervise and manage the implementation, monitoring, learning and evaluation of project.
- Responsible for the performance and quality oversight of the team, to ensure that standards and indicators are being met.
- Ensures that data and information on the projects outputs, indicators and impacts are collected.
- Ensures that a database is established and maintained of beneficiaries and relevant information is entered.
- Extracts relevant data from the database for new project development.
- Conducting field visits to different project’s location and meet with beneficiaries/partners/community reps to make sure that all activities are implemented in a best way and according to the plans
- Develop and write up reports on all aspects of the project.
- Responsible for overseeing all site plans, completion certificates, activity tracking documents, handover documents and any other tools implemented for program oversight
- Works with partners and CARE’s Program Staff to identify and prepare success stories, videos, photos and case studies in line with CARE’s program and advocacy priorities.
- Works with partners, POs and communities to identify lessons learned and documents and shares them with MEAL specialist and Program Manager
- Assists in the implementation of the country office evidence gathering and learning system by contributing M&E data and learning from project.
- Ability to Develop policy documents, SOPs, program guidelines, tools, and other documents related to MHPSS.
- Ability to train and capacitate MHPSS teams (partners) to plan and conduct structured MHPSS activities, based on agreed intervention packages and curriculums to support youth and their Families.
- Contribute to monitoring and evaluation exercises, develop MHPSS quality benchmarking, and oversee data collection.
- Support partners to collect routine monitoring data and engage in needs assessment and data analysis.
- Responsible for sharing the work plans for the team to the Management.
- Work with other team members, including Program Manager, MEAL specialist, to integrate programmatic learning and feed learning into the CO’s impact and learning system.
- Prepare and arrange filed visits as required, this might include donors, CI, CARE staff, exchange visits, etc.
Responsibility # 5 Other duties as assigned 10%
Support the team in program development as required.

Education /Training/ Experience Required
- Bachelor’s degree in psychology, child development, Health Management, Public Health, or a master's degree in related areas. Alternatively, a bachelor/master’s degree in social science or public health with at least 5 years of relevant experience in Public Health and/or MHPSS.
- Minimum of 3 years working in Project Management in health sectors, ideally with I/NGOs, UN, Health Clusters
- Proven success and a track record integrating and harmonizing ideas within a team and with external stakeholders.
- Knowledge of Accountability to Affected Populations framework, with experience working with vulnerable populations, especially youth and women.
- Sound knowledge of MHPSS, child protection, and social care services.
- Significant experience partnering or working with a variety of partners, including civil society, public sector, the UN, and international organizations.
- Experience with operationalizing MHPSS Global standards and principles, including knowledge of IASC international humanitarian standards for MHPSS programming.
- Good understanding of the Palestinian health system.
Skills Required
Excellent interpersonal and communication skills (verbal and written) in both Arabic and English. Strong team play and collaboration skills. Outstanding analytical, advocacy and action research skills. Proven skills in program planning, development, analysis, assessing and reporting to external grants providers.
