Projects Manager

The Projects Manager, based in Ramallah, will play a vital role in advancing CARE’s mission in the West Bank/Gaza by managing the implementation of key development projects aimed at promoting resilience, protection, and socio-economic inclusion. The Projects Manager (PM) is responsible the strategic leadership, management and operational oversight for two key projects:

  1. “AMALI: Empowered Women and Youth for Resilient Communities”

    -          Duration: 3 years (January 2025–December 2027).

    -          Partners: Business Women Forum (BWF), Birzeit University’s Center for Continuing Education (CCE), and Juzoor for Health and Social Development.

    - Objective: Advance socio-economic resilience for vulnerable women and youth, including GBV survivors and individuals with disabilities, while improving access to psychosocial support (PSS), sexual and reproductive health and rights (SRHR), and GBV prevention and response services.

  1. “Empowering Women-Owned Businesses in the West Bank and Gaza”

    - Duration: 2.5 years (1st module: January 2025 –October 2025).

    - Partners: Business Women’s Forum (BWF) and other local CSOs/consultants.

    - Objective: Empower women entrepreneurs to overcome barriers, stabilize businesses, and build economic resilience in fragile contexts.

The PM ensures activities are delivered with gender-transformative, inclusive, and resilience-focused approaches, addressing economic, protection, and health challenges. The PM fosters partnerships, oversees compliance with donor and CARE standards, and supports knowledge generation for advocacy and scale-up.

Job responsibility #1: Project Management and Implementation (40%)

  • Lead the planning, execution, and monitoring of all project activities, ensuring alignment with objectives, timelines, and budgets.
  • Provide technical guidance for:
    1. Strengthening women’s and youth’s economic empowerment through skills development, capacity-building, and access to business support services.
    2. Promoting protection through improved PSS, SRHR, and GBV information, prevention, and response services, integrating CARE’s Youth (Y) Curriculum and PSEAH standards.
    3. ensuring alignment with CARE’s Gender Equality Framework, Resilience Framework, and Nexus approach.
  • Oversee initiatives aimed at fostering enabling environments for women and youth economic inclusion, including community leadership, private sector engagement, and strategic advocacy.
  • Collaborate with partners to integrate approaches addressing GBV, disabilities, and structural barriers to economic participation.
  • Ensure systematic capacity building for project beneficiaries and partners, particularly in entrepreneurship, gender equity, and resilience.
  • Monitor progress, address challenges, and ensure quality standards across all deliverables.
  • Regularly document project learning and adapt interventions based on evolving needs.
  • Prepare comprehensive project plans and reports for CARE, donors, and stakeholders.
  • Conduct regular field visits to ensure quality implementation and maintain engagement with stakeholders.

Job responsibility #2: Financial, Administrative and Compliance Management (25%)

  • Develop, monitor, and adjust project budgets and procurement plans in compliance in coordination with the finance and support team, ensuring compliance with CARE and donor requirements.
  • Oversee procurement and resource allocation, ensuring timely and transparent execution.
  • Manage contracts, agreements, and sub-grants, ensuring adherence to CARE and donor policies.
  • Monitor sub-contractor performance to ensure adherence to terms and quality standards.
  • Monitor financial performance (accurate financial tracking, reporting, and budget alignment) and ensure alignment with project objectives.
  • Implement audit recommendations and maintain records for project assets and procurement activities (proper tracking and registration).

Job responsibility #3: Monitoring, Evaluation, Accountability, and Learning (MEAL) (20%)

  • Collaborate with the MEAL/Program Quality team to design and implement comprehensive MEAL frameworks, ensuring adherence to CARE’s standards.
  • Facilitate regular and accurate data collection, analysis, and reporting for indicators and outcomes, with a focus on gender equity and inclusivity.
  • Lead learning and adaptation processes, documenting successes, challenges, and lessons learned.
  • Prepare advocacy materials, success stories, and case studies to inform scaling efforts, in collaboration with partners and the communications team.
  • Ensure evidence-based documentation of initiatives, such as inclusive entrepreneurship ecosystems and HDP (Humanitarian-Development-Peacebuilding) learning.
  • Contribute to the design of new project concepts and proposals in line with programmatic priorities.

Job responsibility #4: Coordination and Representation (10%)

  • Serve as the primary liaison with project partners, local authorities, ministries and other stakeholders.
  • Represent CARE in sectoral coordination meetings and national platforms, advocating for women and youth empowerment.
  • Lead advocacy campaigns in collaboration with local partners, leveraging evidence for transformative policy shifts.
  • Foster collaborative relationships with private sector entities, local CSOs, and community representatives.
  • Support donors and CARE monitoring visits, ensuring transparent communication and reporting.
  • Coordinate knowledge-sharing initiatives, particularly on gender-transformative resilience and inclusive development.
  • Lead and manage the project team, fostering professional development, collaboration, and team spirit.

Required

  • Bachelor’s degree in a relevant field such as project management, business administration, gender studies or a related field (e.g., marketing, economics, or international development).
  • Master’s degree (MBA/MSc) in economic development, entrepreneurship, gender integration, protection, or socio-economic resilience is an asset.
  • Additional certifications or training in Women’s Economic Empowerment, GBV programming, SRHR, gender-transformative approaches, or inclusive value chains is a plus.
  • At least 5–6 years of demonstrated experience in managing projects in economic empowerment, protection, resilience, livelihoods or MSME development in fragile contexts.
  • Proven track record in integrating gender-sensitive and inclusive approaches into programming.
  • Experience working with marginalized communities, including women, youth, persons with disabilities, and GBV survivors.
  • Knowledge of the socio-economic, protection, and health challenges in the West Bank and Gaza.
  • Strong experience engaging with diverse stakeholders, including private sector actors, CSOs, and government entities.
  • Ability to work in multi-cultural teams
