Projects Manager - Maternity replacement
MISSION
MdM has been operating in Palestine since 2006 and is currently implementing an emergency response and recovery program in Palestine. The program is implemented around two main components: direct delivery of primary health care and mental and psychosocial services to all the people affected by the conflict.

JOB SUMMARY
Under the supervision of the Field Manager, supports the definition and implementation of the MHPSS and medical strategy of the mission. Collaborate for the planning and coordination of all MHPSS and medical activities and resources in the mission, according to MdM-SP charter, policies, and ethical principles with consideration of international and national protocols, in order to ensure the delivery of quality MHPSS and Medical services for local communities as well as to improve the global health condition and humanitarian living conditions of the target population.
FUNCTIONS
Project and Activity Planning and Implementation
- Under the direct supervision of the Field Manager and technical guidance of the technical coordinators, take primary responsibility for project management, including the development and implementation of detailed work plans, activity plans, and monitoring plans, to achieve quality and effective implementation of the project’s activities.
- With the support of the technical coordinators, ensuring the achievement of the project’s aims and outcomes.
- Support in defining project standards, Health and MHPSS programming, and proposal writing.
- Draft narrative and quantitative reports based on field activities in coordination with the MEAL Officer.
- Ensuring all activities are documented, sources of verification for all activities are kept, organized and well managed, and prepare and send monitoring reports and justification reports to donors.
- Ensure implementation of the activities in line with relevant national/international standards, MdM internal policies, codes of conduct, and humanitarian principles.
- Ensure that project resources are optimized through sound planning, implementation and monitoring. Follow up on expenditures related to the project implementation and regularly participate in budget revision exercises as needed under the support of Admin officer/AdminCO.
- In close collaboration with the Admin/HR Coordinator and Field Manager, participate in the planning, definition and sizing of the workforce in the West Bank mission and supervise the associated processes (recruitment, validation of staff, training/induction, evaluation, potential detection, development and internal/external communication).
Program implementation
- Inform stakeholders about the progress of the project.
- Assist the project team through all stages of project implementation and closely monitor progress and results; closely monitor and support the performance in fulfilling their obligations.
- Overall responsible for the appropriateness and quality of interventions conducted by MdM-SP projects and being expected to identify and work on removing barriers to better beneficiaries' safety, effective medical care, and better beneficiary-centered activities.
- Support appropriate identification/selection of local service providers, and other relevant stakeholders for the implementation of the activities proposed.
- Support project teams to build referral mechanisms to link beneficiaries, particularly vulnerable individuals and groups, to services, through service mapping, referral workshops, etc. in coordination with other projects.
- Responsible for the supervision and monitoring of the project aspects, humanitarian needs through regular field visits, analyzing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results.
- Plan for the capacity building of the staff, and logistic support for training, on-job supervision and coaching.
Strategic Alignment
- Ensuring our actions are consistent with Medicos del Mundo Spain’s policies, mission, ethical principles, and values.
- Guaranteeing the proper implementation and management of the project related to technical approaches of the organization.
- Integrating and assuring Medicos del Mundo initiatives, Humanitarian Action strategies and the political influence of the association are consistent.
- Identify future alliances and partnerships.
- Support and participation in the identification process of the MdM Palestine Strategic Plan.
Representation, communication and positioning
- Keeping contact with local authorities, and other stakeholders at the program level
- Participating in the current WB platforms (Clusters) and networks and in those that boost the social mission of Medicos del Mundo.
- Collaborate in the advocacy actions with the Field Manager.
- Contribute to good internal communication, reporting and mission follow-up.
Managing Human Resources
- Coordinate and supervise the project’s team
- Defining TOR of the project’s national personnel, specifying their functions, and ensuring clarity in the distribution of tasks and coordination amongst team members.
- Enhance communication and active participation of all personnel to develop the project.
Finances / Administration / Logistics
- With the MdM Spain team and the base administrator, plan and follow up project’s budgets.
- Supervising the financial management of MdM Spain's intervention in the West Bank ensuring the implementation of procedures and protocols and good management.
- Ensure the running materials for the West Bank office.
- Follow and register the supply protocol when needed.
- To follow up on the application under the supervision of the field manager.
Security
- To follow MdM Spain Security guidelines and Action plans.
- To inform the project’s team about any concerns in terms of security.
Line Management and Human Resources Management
- Ensure all team members have a clear understanding of project objectives, targets, and results in selected program sites.
- Supervise the staff by assigning them daily/weekly work activities according to agreed priorities and supporting them in reaching project objectives.
- Organize and lead daily/weekly team meetings and provide weekly project updates and movement plans.
Additional tasks:
- When required supports his/her line manager, the Field Manager, representing MdM-Spain and keeps regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) to broaden the health-humanitarian situation analysis, strengthening the impact of the medical intervention and, supporting advocacy actions.
- Perform any other tasks related to their functions as requested by the Field Manager, Technical Coordinators, or Country Coordinator.

- Bachelor’s degree in social work, Social Science, or a related field.
- Experience working with conflict-affected populations.
- Experience working with INGOs, and NGOs in humanitarian or Development programs.
- At least 2 years of management experience, including staff supervision and budget oversight
- Fluent English skills (Mandatory)
- Good organizational skills, attention to detail, ability to meet competing deadlines, and strong communication skills.
- Good computer skills (Excel, Office, PowerPoint)
- Ability to demonstrate clear analytical thinking and problem-solving.
- Self-motivated, flexible, and adaptable to the needs of the team and organization.
- Good understanding of the local context
