The Opportunity – Proposal and Reporting Senior Officer
Post location: oPt, duty station Ramallah
Contract Duration and Level of Effort: 2 years with possibility of extension
ROLE PURPOSE:
The post holder plays a lead role in proposal development and reporting for the oPt CO.. S/he will be accountable for the development and timely submission of high quality project proposals as well as working in close collaboration with thematic area technical teams and other departments. The post holder will also be responsible for final quality review, language flow, and one voice editing for donor proposal submissions and reports from the CO; working across teams and departments to ensure reporting and communications to donor are well articulated.
The Proposal and Reporting Senior Officer is also expected to closely work with the Awards Manager, Finance Manager, and the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure that proposals, reports, and projects are developed and implemented in compliance with donor requirements and are submitted on time.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: oPt CO is a high complexity country, with multi-member interest, an annual budget of around $10m, and approximately 60 staff.
KEY AREAS OF ACCOUNTABILITY:
- Funding strategy, donor engagement and pipeline management; 25%
- Work with the RO and members in developing and implementing the CO Funding Strategy, including institutional donors, corporates and looking at funding from new markets (i.e. Gulf), corporates, and philanthropists.
- Collect and analyse background information on donor trends and priorities, support the preparation of donor meetings notes and donor engagement materials (reports, events, needs assessment, etc) and capture this information for the SMT.
- Develop donor engagement plans and use tracking tools to monitor progress against targets in coordination with members and region, including following up with donors.
- Develop and maintain the CO pipeline on a regular basis and coordinate and capture GNG decision making with the SMT.
- Ensure the CO proposal development processes are streamlined, efficient, and effective.
Proposal Development:
- Lead on the development of concept notes and funding proposals (including log frames and budgets) for a variety of donors, from major institutional donors, corporate organisations, trusts, and private donors, among others.
- Ensure proposals are developed in coordination and consultation with Programme Managers, Technical Advisers, the MEAL Team, Awards Manager, Finance Manager, and Support Services team (including Human Resources, and Supply Chain) and that necessary support is adequately budgeted.
- Act as an editor, proofreader and perform a principal role for the consolidation of all technical and managerial inputs/plan, annexures etc. required for the proposal.
- Develop technical narratives by collecting and integrating contributions of technical sections from the organization’s technical specialists, partners and stakeholders.
- Ensure responsiveness of technical documents and materials, in alignment with the requirements, procedures, and technical proposal quality in line with the cost proposal, guidance, and requirement and singed-off.
- Work with the BD manager to identify gaps in the funding portfolio and work closely with members to support the development of proactive concept papers that are marketable to donors.
- Supervise and ensure proper facilitation of project design workshops, developing concept papers, full proposals, and budgets, ensuring that high quality standards are met and that proposals meet donor and member requirements.
- Clearly identify roles and responsibilities and key actions for proposal development and ensure that there is a robust internal review process in place to ensure quality proposals are submitted.
- Ensure all appropriate donor and Save the Children proposal formats are available in country.
- Serve as the lead writer in the proposal development process, ensuring alignment with relevant donor requirements.
- Ensure cross-cutting issues are addressed and thematic areas are integrated according to SC’s quality standard
Donor Reporting and Communication
- Be the lead of the reporting process flow, monitoring progress, ensuring inputs, and identifying and delivering capacity development support for budget holders and partners.
- Responsible for final review, quality, and one voice editing of donor reports and communications.

QUALIFICATIONS
- Bachelor Degree in Social Science/International Development/Development Studies or other relevant field.
EXPERIENCE AND SKILLS
Essential
- 3-5 years of related work experience
- Understanding of donor proposal requirements (EC/USAID/DFID, corporates, etc).
- Understanding of Member systems, Regional and Center.
- Proven track record in developing winning concept notes and project proposals.
- Highly skilled in programme design, including development of log frames, results frameworks, and budgeting.
- Excellent writing and presentation skills, fluency in English is required.
- Strong interpersonal and communication skills including influencing, negotiation and coaching, as well as the ability to work well in an international environment with people from diverse backgrounds and cultures.
- Ability to effectively coordinate with multiple stakeholders across many countries to establish effective fundraising strategies and activities.
- Proficient understanding of operational situation in the occupied Palestinian territory.
