Protection & Gender Specialist

The Protection and Gender Specialist is responsible for mentoring, training and capacity building staff on Protection and Gender technical capacities.

His / Her main responsibilities will include but are not limited to:

- Leading Sector specific (Protection and Gender) contextual analysis as input into the Response Strategy

- Lead the design and development of Protection and Gender assessments in coordination with other sectors, as well as coordinating gender assessments, Rapid Gender Analysis, etc.

- Lead on the integration of CARE's Gender in Emergencies elements (including gender assessments, gender mainstreaming, women's voice and leadership, and GBV) across all elements of the response

- Lead on all Protection programming for CARE's emergency response in Gaza

- Lead on trainings and capacity building of sector specific (Protection and Gender) teams in Gaza

- Support other sector Specialists, Area Managers and Project Managers to ensure quality integration of gender and protection elements into CARE's overall response

- Represent the organization in all relevant Clusters (Protection, GBV etc), in collaboration with the Response Director

- Cooperate with the Safeguarding Specialist across the emergency response areas, including integration into proposals, embedding into programming, and support to partners to ensure alignment with CARE's safeguarding policy.

The Protection and Gender Specialist is a key member of the Response Team of CARE Palestine. S/he will report directly to the Response Director and work in close collaboration with the Regional Protection Advisor.

Job responsibility #1: Contextual Analysis and Response Strategy

The Protection and Gender Specialist is responsible of:

  1. Contribute to the development of the CARE Palestine Response Strategy that is aligned with the CARE International Humanitarian Strategy and the Country Office Strategy.
  2. Develop programming to respond to the changing conflict dynamics, and support in the rolling out and scaling up of Protection & Gender interventions.
  3. Lead the implementation of the Protection & Gender component of the Response Strategy in coordination with the other departments
  4. Report to the Response Director the progress, achievement and challenges of the implementation

Job responsibility #2: Lead the design of the Gender and Protection assessments

The Protection & Gender Specialist will take a lead in assessments and provide input for multi-sectoral needs assessments including gender assessments, gender mainstreaming, women's voice and leadership, and GBV assessments

  1. Ensuring research design and the analysis and dissemination of collected data is undertaken in close coordination with the members of the respective Cluster / Working Group and CARE Sector Leads / Specialists, which is an essential element of the impact of the assessment.
  2. Communicating with sector specialists and cluster leads is ongoing throughout from research design to product dissemination, while coordination with other CARE staff at key moments.
  3. Ensuring that assessment strategies are implemented in a structured and coherent manner in line with project and strategic objectives and donor expectations;
  4. Advising CARE Protection & Gender field staff to ensure a smooth and timely implementation of data collection activities;
  5. Ensuring a timely and coherent data collection, cleaning and analysis;
  6. Conducting briefings at country office and cluster meetings during the implementation of the data collection and joint analysis sessions with cluster members (or dedicated working group) on the results of the indicators, to allow for their proper interpretation and contextualization and the communication of the first outcomes of the study
  7. Writing of timely and accurate assessment reports and other result outputs in line with donor requirements and according to CARE quality standards;
  8. Supporting the development and revision of assessment and program strategies and new project proposals;
  9. Liaising with program staff of other CARE Sectors to ensure close coordination and information sharing is maintained;
  10. Disseminating outputs through CARE channels, as well as through the Clusters and external bodies

Job responsibility #3: Lead the design of new proposals related to Protection and Gender

The Gender and Protection Specialist will lead the design and the development of all GiE and Protection elements in proposals in coordination with:

- CARE International Members Partners

- Proposal writing and Reporting Officer

- Finance and Program Support Department

- CARE USA GiE and Safeguarding Team

- Other sector leads and the Response Director

The Protection & Gender Specialist will be responsible for the technical quality of the proposal, the definition of the sectors and the geographical area. S/he will ensure that the design is based on a gender analysis, risks and needs assessments.

Job responsibility #4:  Quality and timely support of projects

The Gender and Protection Specialist will be the Direct Technical Line Manager of all Protection & Gender programming

  1. Develop tools, SOPs, and provide advice on technical standards, including putting applicable information management systems and tools in place for quality assurance in line for the implementation of Protection & Gender Sector programming
  2. In coordination with finance and Program Support Department, ensure the compliance with donors’ regulations
  3. Timely and quality reporting to the donors and CMPs
  4. Monitoring, Evaluation, Accountability and Learning framework is in place and provide quality information
  5. Support the Project manager with appropriate budget follow up, projections and budget re-alignments where needed
  6. Work with and supporting partners on project design and implementation.
  7. Collaborate with other relevant internal partners, including advocacy and safeguarding colleagues and promote alignment, integration and multi-sectoral analyses and responses.
  8. Support organizational learning from program implementation, sharing best practices within the Country Office and Regional Office. Prioritize programmatic linkages with other sectors and integrated programming.
  9. As CARE institutional requirement, work with the Safeguarding Specialist to support the mainstreaming Safe and Inclusive Programming in Sector program design and implementation to ensure safety, dignity, and ‘do no harm’, meaningful access and inclusion, participation and accountability to affected population principles are applied within the Sector.
  10. In collaboration with Protection & Gender Sector teams within the region, identify and initiate relevant regional and cross-border activities and common messaging.

Job responsibility #5: Represent the organization on humanitarian fora and humanitarian donors

The Gender and Protection Specialist will represent the position of the CARE with:

  1. CARE Members partners for all related Humanitarian subjects
  2. Humanitarian Clusters and Coordination, including Protection and GBV
  3. Palestine PSEA Network
  4. Peer organization in Technical Working Groups or in Consortiums
  5. Humanitarian donors for existing projects as well as exploring new partnerships
  6. Establish and consolidate relationships with partners, including national and international NGOs, UN, donors and relevant government representatives for improved project implementation and to position CARE International as a credible, effective humanitarian organization

  • Bachelor's Degree in related field (Protection & Gender), Master’s degree in a related field is preferable.
  • Minimum of 5 years of recent and progressively-challenging experience working in humanitarian response.
  • Prior management of USAID, ECHO funded-programs required.
  • Proven leadership skills. Demonstrated experience recruiting, developing, and managing staff.
  • Demonstrated ability to build and maintain relationships with donors, stakeholders, local organizations, and partners.
  • Experience managing programmatic and financial reporting requirements.
  • Experience in proposal development
  • Fluency in Arabic and English
  • Demonstrated leadership and management skills in a complex international setting
  • Extensive conceptual skills including development of program strategy
  • Demonstrated experience in program design (including proposal development), implementation and evaluation
  • Experience in emergency related activities
  • Experience with performance management
  • Experience with the management of a diverse workforce
