In the occupied Palestinian territories, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable rural communities in the West Bank, East Jerusalem and the Gaza Strip. ACTED currently seeks a Protection Officer for its humanitarian project in the Gaza Strip.
Position Profile
Position summary
The Protection Officer’s role is to implement the protection requirements of ACTED through its Emergency Project aimed at providing emergency minor repairs assistance to non-refugee households whose homes have been damaged in order to protect vulnerable population and prevent further displacements in the Gaza Strip (Rafah and Deir el Balah governorates) through household’s capacity building for self-repair. The responsibilities of the Protection Officer are to ensure set up and control of the protection results and activities according to minimum protection and shelter standards enabling quality, safety and accountability for the beneficiaries
Main duties
Implementation and development
-Ensure that protection is mainstreamed throughout the action
-Establish / reinforce community-based protection committees in the targeted areas
-Providing trainings and guidance to the protection committees on the minimum protection standards and principles to the right to adequate standard of living including safe access to basic shelter and housing.
-Develop community engagement towards protection, respect of Protection principles
-Provide counseling and guidance in regards to protection to the implementing partner (MA’AN) program staff.
Supervision and monitoring
-Ensure accountability for the beneficiaries by reinforcing communities’ interests and priotities throughout the frame of the action
-Ensure monitoring visits to ensure a consultation of the most vulnerable individuals (elders, disabled, females) in the decision process
-In link with M&E Unit, ensure the M&E components are established : controlling quality, monitoring and overall accountability (Beneficiaries follow-up, Complaint response mechanism).
Reporting and accountability
-Responsible and accountable for the technical outputs, quality, efficiency and compliance with Shelter / Protection minimum standards.
-Responsible for building and/or improving systems to upgrade the technical quality of the response
-Responsible for following up the action plans and implementation progress
-Responsible for submitting weekly / monthly reports on activity progress to the Emergency Project Manager
Representation
-Responsible externally for attending technical meetings, workshops and clusters when necessary in coordination with the Project Coordinator and partner.
-Responsible for enforcing and maintaining good relations with the beneficiaires and key stakeholders in the community
Other tasks
-Perform other duties as requested by his/her direct supervisor
-Provide strategic technical guidance on ACTED’s program in general when required.
Qualifications:
-A Bachelor’s degree in Community Development, Political science, Project Management, Sociology or related field.
-Previous experience in social field works, protection related fields and community-based approach
-Previous work experience with NGOs / INGOs
-Ability to work in a team, under pressure, ability to take initiative, make decisions, monitor and evaluate.
-Capable in planning and problem solving.
-Ability to handle multiple assignments & meet deadlines with willingness to travel to the field independently
-Excellent oral communication and writing skills
-Fluency in written & spoken English/ Arabic with technical report writing
-Professional attitude, good social skills, and ability to work in a team.
-Accurate, reliable, open-minded, and a positive attitude.
-Willingness to improve skills and knowledge.
-Valid Driving license (with clean record) is compulsory
