Job Description
PREMIERE-URGENCE INTERNATIONALE (PUI) is an international, apolitical, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity.
PUI has defined the following strategic priorities according to the needs and the scenarios of evolution foreseen:
-HUMANITARIAN AID PROGRAM - protection-based livelihood program
Characterized by a strong protection mainstream, this program aims at supporting households under threat of settler violence or IF interventions, by replacing their livelihoods whenever destroyed or damaged following such issue. In the WB, PUI is part of a consortium funded by ECHO. PUI is partnering ACTED, ACF, GVC & NRC (lead of this consortium).
-DEVELOPMENT AID PROGRAM : in order to subscribe PUI’s intervention in a rational LRRD approach, a rehabilitation program, concomitant with the humanitarian aid program, will be developed:

The Protection Officer’s Role is to ensure PUI community based approach, through all means necessary to the implementation the CEW methodology and the Early Warning Mechanism. The Protection Officer is in charge of the monitoring & documenting IHL violations and he / she conducts the relevant surveys, assessments and data analysis.
The primary responsibilities of the Protection Officer are to ensure the systematic initiation and follow-up of protection activities, to coordinate with other stakeholders, and to contribute to the advocacy campaign against settlers’ violence conducted by PUI.
Tasks and Responsibilities
-Community based approach:
The Protection Officer is in charge of developing the CEW methodology in the villages targeted within the framework of the consortium. He / she shall establish an efficient networking with the local communities under protection threats in order to be timely warned about every protection incidents occurring in the area of intervention.
As part of the CEW mechanism, the Protection Officer shall identify the needs of training and awareness raising regarding protection threats and structuring their capacities of documenting each incident and monitoring the response provided
-Monitoring & documenting IHL violations in a timely manner:
The Protection Officer is in charge of the cross-check and triangulation of the IHL violations alerts he/she can receive 24/7, to process the information, and to report it accurately to the relevant body.
After each protection incident, the Protection Officer shall undertake immediate field trips (within 24 hours maximum) within the area of PUI’s project (northern WB). He / she reports the incidents within 2 working days, through an evidence-based approach to ensuring adequate investigation, data collection and documentation (incident report, photos of damages or injuries, medical report, complaints, etc…) of all protection incidents occurring in the area of PUI’s / Consortium intervention.
-Data entry:
The Protection Officer shall contribute to the Early Warning System data entry, deep assessments data entry or any relevant computerized data.
-Surveys, assessments and data analysis :
The Protection Officer should conducts all surveys relevant to the protection of the communities of the West Bank, including through the CPA (community based protection approach), or any other relevant methodology as per requested by the organization. Within this process, the Protection Officer is requested to provide all relevant data collected in the field, process information and analyses the Protection concerns of the affected population. The narrative can be requested both in English or in Arabic.
In close collaboration with PUI’s Quality Department and any potential partner; the PO shall ensure detailed needs assessments (per affected household when necessary) after each protection incident to determine the most appropriate integrated and coordinated response to be provided. He /she develops the adequate protection response and technical proposition (including cost and resources estimation). The assessments shall respect the Program timeframe, and be conducted within 3 working days after the incident has been reported.
The Protection Officer contributes to any assessment relevant to the impact of on-going programs, or design of new interventions.
The Protection Officer also provides as per requested analyzes of protection incidents, patterns and trends. He / she shall alert or advise on emerging/changing protection-related issues.
-Support the provision of responses to the affected communities and households:
The Protection Officer supports and strengthen the rapid response mechanism in place, in particular through monitoring the continuum incident-assessment-response, developing a reactive and efficient internal and external communication flow, measuring the effectiveness of the response and identifying potential gaps.
Under the supervision of the Protection Team Leader, the PO reports externally with other relevant organizations about protection incidents (Protection Cluster, OCHA, any local, Israeli or international NGOs when relevant) and coordinates the implementation of the response when it relies on several actors;
-Representation and coordination as per relevant:
In close collaboration with the Deputy Head of Mission and the Advocacy Officer, providing input to the advocacy efforts of PUI, more specifically in preparing case studies. He / she actively contributes to the organization of briefing/field trips with visitors, preparing briefing files, etc
The Protection Officer shall contribute to the representation of PUI among coordination bodies, among partners, NGOs and authorities.
-Reporting:
The Protection Officer shall provide all above describes reporting duties in a timely-manner, including: incident reports, assessments, CPA. The Protection Officer shall also deliver monthly reports on protection activities and contribute to the quarterly reporting mechanism (internal and external).
-Protection focus:
The Protection Officer position is subject to evolution as per PUI Protection programs evolve
Required Profile –
Required knowledge and skills
-Master degree in the field of Political Science or Civil Engineering
-Fluency in written and spoken Arabic and English. Excellent English writing skills is a must.
-Minimum of 2 years of relevant working experience in related fields with a focus in the area of protection/promotion of Human rights and/or international humanitarian law.
-Previous work experience with local or international NGOs.
-Valid and clean driving license.
Required Personal Characteristics (fitting into the team, suitability for the job and assignment)
-Very good knowledge of North West Bank villages and ability of movement in the field.
-Experience in the collection, analysis and interpretation of protection related information, including data base management tools;
-Ability to influence and liaise effectively with key stakeholders, local Palestinian authorities, and Israeli administration/ISF when necessary
-Ability to work independently and as a collaborative team member in complex and often difficult operating environments
-Ability to independently organize work and prioritize tasks
-Professionalism, presentation, communication and networking skills.
-Ability to work under pressure.
-Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies
-Ability to write reports and follow-up execution of projects’ activities.
-Self-motivated, diplomat, honest, highly responsible, and punctual
-Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet
