CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of cultural diversity, without any distinction of origin, religion, or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.

Position: Protection Officer

Reporting to: Protection Program Manager

Position Overview

We are currently seeking a dedicated and experienced Psycho-Social Worker to join our team for a 12-month intervention focused on mitigating and preventing the impact of violence on children and young adults in the refugee camps of Balata and Askar in Nablus Governorate. As a Protection Officer, you will lead the strategic planning and execution of a comprehensive protection project, ensuring the identification and response to the unique needs of vulnerable populations. Collaboration with stakeholders, meticulous monitoring, and adherence to international protection principles will be integral to the success of this critical role.

Responsibilities

Ensure Smooth Implementation of the Project

  • Ensure the needs Identification of children, their families and communities targeted.
  • Set strategies and operational measures to effectively respond to the need.
  • Identify potential partnerships to implement activities and training, make recommendations on how to fill gaps.
  • Design and arrange awareness, recreational and PSS activities for children, their families, and communities, in link with our psychosocial workers.
  • Ensure the timely implementation of all project activities adhering to SIF’s policies and as per the project management and detailed implementation plans.  
  • Facilitate communication between the team, the communities targeted and stakeholders.

Coordination

  • Make field visits to project locations whenever necessary and ensure the quality implementation of activities. 
  • Smooth running of the project by maintaining close coordination with with INGO/NGOs and relevant stakeholders
  • Identify local partners and other organizations working in same area to avoid duplication.
  • Coordinate with relevant government, non-governmental authorities and key community leaders to provide effective and efficient support. 
  • Work with agencies within and outside Children’s Services to ensure a coordinated approach. 

Project Management

  • Efficiently monitor and evaluate project activities to ensure they align with the established objectives and contribute to the desired results.
  • Organize and conduct monthly/quarterly meetings with child protection committees, addressing findings from monitoring and adjusting project strategies accordingly.
  • Record and update the project team and supervisor in real-time regarding identified risks and implement mitigation strategies to reduce overall project risk.
  • Organize periodic review meetings with the MEAL Department to assess project indicators, measure progress, and ensure continuous improvement.
  • Develop and implement a community-based complaint response mechanism in coordination with the MEAL Department, providing appropriate and timely responses.
  • Coordinate regularly with area supervisors and the technical team to harmonize strategies and ensure effective project implementation.

Reporting

  • Ensure comprehensive project management reporting from initial implementation to the final report submission, adhering to established timelines.
  • Prepare and submit periodic progress reports, including the Project Management Plan (PMP), to the supervisor.
  • Gather and meticulously record project means of verification, including photos, beneficiary consents, and success stories/case studies.

Procurement and Budget Monitoring

  • Develop and oversee the implementation of the project's procurement plan in coordination with the Base Log, ensuring adherence to established timelines.
  • Monitor and approve budget expenditures, ensuring financial resources are allocated efficiently and in accordance with the project's financial plan.

Child Protection

  • Undertake situation analyses and needs assessments relating to child protection.
  • Prioritize protection issues and design prevention and response programs and initiatives.
  • Identify and follow up on the Child Protection concerns, in link with the governmental SOP and Protection cluster.
  • Develop sessions and tools to sensitize children including guardians/parents and other stakeholders about children’s rights and responsibilities.

Contribute to ensure SIF Child Safeguarding Policy implementation

  • Guarantee that the documentation of all sensitive data, personal data and cases of protection are Maintained in accurate and confidential manner. 
  • Understand, adhere, and ensure implementation of the organization’s child safeguarding and well-being policies. 
  • Handle sensitive information in line with organization policies.

Job Requirements

Qualifications

  • Bachelor's or Master’s degree in Social Work, International Relations, Human Rights, or a related field.
  • Minimum of 3-5 years of relevant experience in project management, particularly in child protection or related fields with NGO’s/INGO’s.
  • Proven track record of successfully implementing protection projects in complex humanitarian settings.
  • Strong understanding of child protection principles, international standards, and best practices.
  • Proficient in project planning, monitoring, and evaluation.
  • Excellent interpersonal and communication skills.
  • Demonstrated ability to coordinate effectively with various stakeholders, including INGOs, NGOs, government authorities, and community leaders.
  • Sensitivity to cultural nuances and the ability to work effectively in diverse cultural settings.
  • Strong analytical skills to assess project risks and develop effective mitigation strategies.
  • Ability to problem-solve and make decisions in a dynamic environment.
  • Commitment to understanding, adhering to, and ensuring the implementation of the organization’s child. 
  • Demonstrated ability to handle sensitive information in accordance with organizational policies.
  • Proficiency in English required is highly desirable.
  • Strong organizational skills with the ability to maintain accurate and confidential documentation.
  • Good command of written and spoken English.
  • Experience in preparing and submitting periodic progress reports and project documentation.
  • Familiarity with budget monitoring and approval processes in project management.

WORKING CONDITIONS  

Position based in Nablus with regular travels to the field in all West Bank governorates and exceptional travels (based on the need) to SIF Ramallah Office if possible and respecting specific travel requirements.
