Global Communities is seeking a Protection Officer in Gaza for the USAID-funded West Bank/Gaza Pioneers-Raedat Project. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. Pioneers - Raedat program, seeks to empower women and promote gender equality by working closely with local stakeholders, including civil society organizations and the private sector. As part of our ongoing efforts in the Gaza Strip, we aim to enhance protection services and psychosocial support for women in vulnerable communities through collaboration with local partners.

Position Summary:

The Protection Officer will report to the Senior Social and Behavioral Change Specialist (SSBCC), and will play a pivotal role in overseeing the provision of psychosocial and protection services in Gaza, ensuring that these services meet high standards, align with the project's objectives, and are effectively delivered by Raedat’s partners operating in Gaza.

The Protection Officer will supervise and coordinate the implementation of protection services provided by Raedat's partners in Gaza. This includes psychosocial support, safeguarding, and protection interventions for marginalized women and vulnerable communities. The Officer will ensure that service provision aligns with international protection standards, oversees service quality, and coordinates field activities in collaboration with Raedat's local partners. The Protection Officer is responsible for conducting field visits, monitoring service delivery, and ensuring compliance with protection guidelines.

Additionally, the Protection Officer will support partners in conducting psychosocial assessments and safety audits, identifying protection gaps, and implementing tailored interventions to address the needs of women and vulnerable populations.

Roles & Responsibilities:

  1. Coordination and Supervision:
    • Oversee the work of Raedat's partners providing protection and psychosocial services in Gaza, ensuring adherence to project objectives and standards.
    • Conduct regular field visits to monitor service provision, supervise implementation, and ensure high-quality delivery of psychosocial support and other protection services.
    • Serve as the focal point between Raedat and its partners, facilitating smooth communication and cooperation in delivering protection services.
  2. Psychosocial Support:
    • Ensure the proper integration of psychosocial support services in all protection activities.
    • Work with partners to assess the psychosocial needs of beneficiaries and ensure the appropriate delivery of support services.
    • Provide technical guidance on psychosocial interventions and best practices to local partners.
  3. Service Provision Oversight:
    • Monitor the implementation of protection services provided through Multi-Activity Centers (MACs) in Gaza, ensuring services are delivered effectively and in line with agreed standards.
    • Conduct safety audits and rapid needs assessments, review findings, and work with partners to address identified gaps.
    • Ensure the protection services cater to the needs of vulnerable groups, including female-headed households, individuals with disabilities, and those with chronic illnesses.
  4. Capacity Building and Support:
    • Build the capacity of Raedat's partners in Gaza by providing training, mentorship, and technical support on psychosocial and protection-related matters.
    • Support partners in developing and implementing protection policies and frameworks.
  5. Reporting and Documentation:
    • Maintain accurate records of all protection activities and psychosocial interventions.
    • Ensure timely reporting of all field activities, including successes, challenges, and recommendations for improvement.
    • Support the development of protection reports and contribute to program planning and reporting efforts.
  6. Stakeholder Engagement:
    • Collaborate with CSOs, and other stakeholders to ensure the effective delivery of protection services in Gaza.
    • Engage with community leaders and beneficiaries to promote awareness of protection services and their availability.

Job Requirements

Job Requirements and Qualifications:

  • Bachelor’s degree in social work, Psychology or a related field with a focus on psychosocial support and protection. Additional qualifications or certifications in gender equality or Human Rights are advantageous.
  • Minimum of Five years of experience in protection services, including psychosocial support, within the Gaza context.
  • Proven experience in coordinating and supervising service provision in conflict-affected areas.
  • Strong communication and interpersonal skills with the ability to work collaboratively with partners and stakeholders.
  • In-depth understanding of gender issues, particularly in the Palestinian context, including gender-based violence (GBV), gender discrimination, and women's empowerment.
  • Familiarity with local laws, policies, and initiatives related to gender equality and women's rights is an asset.
  • Experience and demonstrated results working with diverse stakeholders such as civil society organizations, international organizations, and community-based organizations is highly desirable.
  • Demonstrated ability to provide programmatic advice to protection services, including psychosocial support.
  • Knowledge of the context in Gaza and sensitivity to cultural differences and understanding of the socio-economic and political situation in Gaza.
  • Proactive and results-oriented with a demonstrated commitment to promoting gender equality, women's empowerment, and inclusion.
  • Ability to work effectively in a multicultural and multidisciplinary team and independently in a fast-paced environment.
  • Flexibility and adaptability to navigate the dynamic and challenging context of the Gaza.
  • Ability to work under pressure and ability to take initiative.
  • Proficient in strategic planning and adept at resolving complex challenges.
  • Experience conducting field visits and monitoring the implementation of protection services.
  • Familiarity with international protection and safeguarding standards.
  • Ability to handle multiple tasks, meet deadlines, and work under pressure.
  • Excellent written and verbal communication skills in English and Arabic, with the ability to articulate complex issues clearly and persuasively.
