JOB TITLE:Protection Referral Officer

LOCATION:Gaza Strip

Salary 92,826 ILS Gross per annum.
D2  12 months fixed-term National contract

To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE:
-To lead the implementation of Oxfam’s protection referrals work in Gaza

JOB PURPOSE:
Lead gender-sensitive, community-based protection activities to facilitate referrals to specialist services (eg. legal, psycho-social, gender based violence/ child protection, medical etc) amongst Oxfam target populations, in close coordination with Protection Cluster, Gender Based Violence (GBV) and Child Protection Working Group, collaboration with ECHO partners and linking with other referral mechanisms already in place by other agencies in the Gaza Strip

REPORTING LINES:
Post holder reports to: Humanitarian Coordinator


DIMENSIONS:
-Participatory protection information gathering and analysis in line with standards and ethics in protection work
-Data analysis and referral plans in a protracted crisis/emergency context
-Report writing
-Representation in field protection working group and other relevant inter-
agency coordination groups
-Liaising with field offices of humanitarian agencies for our information
dissemination activities and referrals
-Weekly and monthly activity planning
-Management of field protection assistants or volunteers where relevant
-Strong technical understanding of referrals systems and management


KEY RESPONSIBILITIES:
-Develop a simple referral system for Oxfam and ECHO partners target populations in line with sectoral best practice and ethical guidelines linking with any already present protection referral system already in place
-Liaise with service providers, Protection Cluster and sub-groups to
support ongoing service mapping and development of effective referral
pathways
-Support Oxfam and ECHO partners field teams and managers in
understanding referral issues, internal processes for referrals, and staff
responsibilities
-Develop and implement a capacity building/training program targeting
ECHO partners, local partners and other protection actors’ field staff on gender sensitive protection data collection, sensitivity and confidentiality, in coordination with the Norwegian Refugee Council (NRC) and Alianza por la Solidaridad (APS).
-Organise community information sessions about specialist services available to Oxfam and ECHO partners target populations in liaison with service providers themselves
-Work with local partners and/or volunteers to coordinate community based orientation sessions
-To identify partners/collaborators, including an assessment of the quality of their services, and contribute to the implementation of a protection referral system to ensure a coordinated and effective response.
-To support the set-up of a data management system to monitor and keep track records of case referrals through the ECHO partners
-Establish a system to monitor the implementation of Oxfam’s and ECHO partners work to facilitate referrals and provide written management and donor information on these activities
-To ensure the reporting and follow-up of protection referral related activities
-Help develop information materials and forums (eg. notice boards, meetings, leaflets etc) with other agencies as necessary
-Attend Protection Cluster and other relevant meetings as Oxfam’s representative as required.
-Coordinate activities with WASH, EFSL and Cash Transfer team leaders
-Provide periodic analysis of protection trends and issues within Gaza for management and advocacy purposes. Support protection advocacy.
-To provide inputs to the advocacy efforts of Oxfam, more specifically in preparing case studies
-Work with Oxfam’s global Protection Team and Advisers to ensure referral work in Gaza meets Oxfam standards, is consistent with Oxfam’s referral work globally, and contributes to organisational learning
-Ensures confidentiality of data and information collected



SKILLS AND COMPETENCE:
Essential
-A university degree in social or political science, international relations, law or related fields, with a focus on humanitarian related fields or/and international human rights.
-Minimum of two years of professional experience in the area of protection/promotion of human rights, women’s and children’s, and/or rights under international humanitarian law and related areas
-Previous work experience in complex political and security environments; emergencies, preferably with international NGOs
-Experience of community-based or community mobilisation work in a humanitarian context
-Experience in the collection, analysis and interpretation of protection related information, including data base management tools
-Proven ability to build effective, constructive working relationships with other agencies and national authorities and service providers
-Good understanding of protection issues in Gaza
-Good levels of spoken and written English and Arabic
-Commitment to a rights-based approach, gender equality and
protection
-Proven analytical skills
-Understanding of monitoring processes, learning, adaptation and
evaluation
-Ability to work in multi-cultural team
-Willingness to work in insecure environments and a high level of
adaptability and initiative

Desirable
-Project management experience
-Experience working with referral pathways in Gaza
-Experience in sensitive data ethics and management
-Understanding of advocacy and policy research
