Protection Technical Officer
THE ORGANIZATION

OBJECTIVE OF THE POSITION:
Under the supervision of the Inclusive Education Project Manager and in close collaboration with the Protection Technical Officer Level 2, the Protection Technical officer (Level 1) accompany project’s staff, partners and relevant actors and stakeholders in the implementation of the project and contributes to the project’s MEAL.
REPONSIBILITIES:
Responsibility 1: Contribute to the development of tools for the project implementation and to the capacity building of the project team and partners.
Activities:
- Participate to the selection and contextualization of the modalities of intervention in compliance with HI technical framework.
- Contribute to the development and/or adaptation of methodologies and technical tools, including full training packages (training needs assessment tools, training manuals and materials, pre-post training tests), users guidelines, etc.;
- Organize and/or participate to the tools testing whenever appropriate and adjust them according to the results dof the test
- Contribute to assessing HI project team and/or project partner capacity building needs, to define suitable training plan and training package
- Train project’s partners and relevant actors and stakeholders on the methodologies and tools.
- Produce training and coaching reports and coordinate feedbacks with the service providers for srenghtening continuous staff development
Responsibility 2: Support the implementation of project activities.
Activities:
implementation of the following activities:
- As part of the “back to school” activities, empower female and male parents and girls and boys to conduct home-based awareness to change the attitudes of parents whose children are not in school
- Design and implement “back to school” activities, and identify out-of-school girls and boys, especially those with disabilities, through referral networks, CBR programs and social media
- As part of the “back to school” activities, analyze the situation of identified children and families and develop children/family social support plans
- As part of the children/family social support plans, use existing networks to refer out-of-school girls and boys and their parents to services that support their access to education (rehabilitation, etc.)
- Support referral mechanisms and pathways of girls and boys inside or out of schools exposed to gender based oral or corporal violence to existing GBV and child protection referral networks
- Build the capacities of partners, directorate team, end beneficiaries and school personnel to adopt safeguarding principles and mechanisms into the school policies
- Build the capacities of partners to provide individual and collective psychosocial support services for girls and boys with/without disabilities and their caregivers, with a particular focus on girls and women due to the emotional, cultural and social barriers they are facing
- Empower both female and male caregivers, including parents of children with disabilities, to lead psychosocial peer-to-peer support sessions
Directly carry out the following activities:
- Conduct training for CBR and social workers on how to implement the 'back to school' activities including identification of out-of-school children with disabilities using Washington Group tools and effective use of social media
- In coordination with education technical officer, design and implement “back to school” activities, and identify out of school girls and boys, especially those with disabilities.
- As part of training, support CBR and social workers to develop assessment tools for children and families and forms of social support plan
- Conduct training on the use of socio-economic assessment and the family social support plans.
- Support CBR and social workers to analyze the data collected and develop family social support plans.
- Provide regular technical support and follow up to CBR and social workers
- Assess special and mainstream schools counselors training needs and support the development of training materials.
- Conduct training for counselors on how to implement responsive and inclusive psychosocial support services for girls and boys with disabilities and parents
- Support counselors to conduct individual and collective psychosocial support sessions inside the schools and through outreach visits for children with and without disabilities, caregivers and teachers
- Assess the training needs of parents, support the development and conduction of trainings to gain facilitation skills to lead peer-to-peer sessions.
- Support trained parents to conduct peer to peer psychosocial support sessions for parents, women and men with and without disabilities.
Responsibility 3: Contribute to project’s monitoring, lessons learning and reporting
Activities:
- Contribute to the development of data collection tools for documenting indicators, collect data in relation with core tasks and contribute to the measurement of the progress made.
- Support the Project Manager in analysing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention
- Contribute to the identification of good practices under the project
- Develop case studies and success stories to illustrate changes induced by the project and for communication use
- Contribute to planning and produce activity reports
- Contribute to the production of the donor report,
- Contribute to the preparation and implementation of project quarterly review
- Participate to the organization of technical reviews and technical missions
- Participate to professional network at national level in the field of expertise of the project
- Contribute to the development of lessons learning exercise, data collection and analysis and the production of dissemination document
- Facilitate the field implementation of project’s evaluations and of researches

THE SUCCESSFUL CANDIDATE WILL HAVE
- Advanced degree in the area of expertise (psychology, social work, or mental health)
- Minimum 3 years experience in the field of expertise, in emergency or/ and development context
- Good technical skills in developing training and providing coaching for capacity building
- Ability to develop information material
- Analytical skills
- Ability to work with partners, civil society organizations or public authorities
- Skills in users centered approach
- Knowledge of referrals mechanisms
- Ability to respect deadline and work under pressure
- Very positive personality, with strong orientation towards solutions

Initial contract will be for a period of one year renewable upon availability of funds.
