Public Administration/Public Policy Education Specialist

Job Description
The Palestinian Authority Capacity Enhancement Project (PACE) is working with the Palestinian Authority (PA) to improve the institutional capacity and the delivery of government services to citizens. The multi-year project is being implemented by Chemonics International Inc., a private international company, with funding from the United States Agency for International Development (USAID). In anticipation of a possible extension of the project and subject to   available funds, PACE is seeking highly qualified and motivated individuals to fill long-term position.

Public Administration/Public Policy Education Specialist

 Key Responsibilities:
-Strategize, manage, and implement interventions to strengthen educational and training programs in public administration and public policy targeting both current and future employees in the PA civil service at a variety of levels.
-Act as leading liaison between partner institution(s), universities and training providers, other stakeholders, and the PACE project with respect to strengthening public administration and policy training and educational programs.
-Identify needs, priorities, and capacities in areas related to public policy/public administration and facilitate technical interventions including training and policy development that address identified gaps.
-Assess and identify opportunities to foster partnership and exchange programs between public sector institutions and Palestinian universities.
-Identify internal and external impediments that hinder institutional and staff development and implement measures to overcome them.
-Establish a partnership with stakeholder leadership and working level contacts, fostering genuine communications and buy-in from the project stakeholder.
-Facilitate, coordinate, and oversee work of short-term consultants.
-Contribute to work plans and progress reports development.

 Qualifications:
-A Master’s degree or higher in public administration and/or public policy, or closely related combination of academic and work experience.
-Knowledge of international standards and trends, as well as local developments, in public administration and/or public policy programs.
-At least 5years of project management experience and/or relevant academic experience required. Previous work experience with USAID or other donor-funded project preferred.
-Demonstrated ability to carry out policy analysis, assess capacities of public sector and academic institutions and identify necessary interventions.
-Familiarity with the PA civil service system is a plus.
-Palestinian or regional experience working to achieve public sector reform and strengthen public administration and policy programs highly desirable.
-Excellent understanding of capacity strengthening, reform and good governance related concepts in the Palestinian context.
-Knowledge and experience with monitoring and evaluation.
-Ability to travel throughout the West Bank as needed.
-Demonstrated proficiency with written and verbal communication in English and Arabic.
