Objectives of the programme
The Palestinian Authority is establishing the Palestinian National Institute of Public Health (PNIPH). The World Health Organization (WHO) has been given the task of setting up the PNIPH, in close cooperation with the Palestinian Ministry of Health, Palestinian universities, the Norwegian Institute of Public Health, and other stakeholders. The Norwegian Ministry of Foreign Affairs is funding the project.
The aim is to establish the PNIPH as a semi-autonomous legal entity under the umbrella of the Palestinian Authority, fully accountable for its professional and technical responsibilities, budget, and staff. The Institute will have a governing board with representatives from key stakeholders and will be able to speak out and publish reports and commentaries on health issues.
The PNIPH project has submitted a proposal to the Norwegian government to support the implementation of the harmonized Reproductive Health Registry (hRHR) in Palestine by financing the infrastructure, software and the needed training. The aim of the hRHR is to adapt a comprehensive evidence-based mother and child health registry in Palestinian and to implement it into the health services.

Organizational Context
Under the supervision of the Project Manager the incumbent will be responsible for the specified assigned duties described below in collaboration with the rest of the project team including the hRHR team leader in the WB.

The incumbent will be based at WHO/ PNIPH office in the West Bank, but will have extensive contact with WHO office in Jerusalem and Gaza, as well with other concerned stakeholders to carry out the functions.

Purpose of the Post
To support the implementation of the harmonized Reproductive Health Registry in the West Bank and to support utilisation of health data.

Description of duties
The incumbent will perform the following duties:
- Contribute to the description and the needs assessments to establish the hRHR in West Bank
- Participate with the hRHR team to develop the overall work plan of the hRHR in Palestine
- Follow up on the implementation of the work plan in close collaboration with different partners and stakeholders
- Report to PNIPH / hRHR team on regular bases about the progress of the implementation
- Conduct training and follow up on the logistics and the organization of training activities
- Conduct supervisory visits as planned
- Monitor the progress against the expected results and outcomes
- Coordinate with other partners as needed
- Support the utilization of data and provide feedback to stakeholders
- Support the implementation of the related communication plan
- Support the implementation of the research activity in relevance to the hRHR
- Other tasks as needed

Recruitment Profile
Education
Essential:
- Health back ground with Masters Degree in public health or epidemiology or health related fields

Desirable:
- Good experience in Maternal and Child Health services

- Excellent drafting skills

Other skills (e.g. IT):
- MS Office (Word, Excel, PowerPoint, Outlook)
- Preferably also statistical programmes like STATA, SPSS, R or other


Experience
Essential:
- At least 5 years of work experience combined at national level in the field of public health
- Extensive experience in working with national or other large-scale health registries and databases
- Experience in analysing, interpreting and presenting public health data

Languages
Fluency in English and Arabic

Duty station, type and duration of contract:
Duty station is Ramallah with some travel to Gaza & Jerusalem. SSA contract for 12months with possibility of extension.
