Public Health Officer
40 hrs per week – Fixed Term (Renewal Subject to Fund)
Estimated start date: ASAP
Based in Gaza
Purpose of the job:
To work in a team of Public Health promotion, in the design and implementation of water, sanitation, hygiene, solid waste management and protection, monitor public health promotion activities and ensure that projects objectives are met. Moreover, to strengthening accountability both at community and Oxfam levels and ensure that support is extended to the communities and families i.e. men, women, female-headed households to benefit from the projects. Participate in further assessments as required and contribute to emergency water, sanitation, and hygiene activities.
Key Responsibilities and Accountabilities
Project Implementation (60% of the time)
- Provide day to day support and supervision to PH projects.
- Under the direct supervision of the WASH Manager, support project partners by providing technical assistance in all aspects of project cycle management. Support contextual analysis and field assessments to feed into the development of the Oxfam strategy in Gaza, linking emergency response to the longer-term WASH programmes, to ensure that all technical work carried out as part of Oxfam WASH programme meet the required standards and follows approved procedures.
- Conduct data collection related to public health and protection indicators (at household and community level);
- Support partnership management process by establishing and supporting gender sensitive and accountable monitoring and evaluation systems
- Contribute in timely and quality reporting on WASH and protection project activities
- Assist in collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
- Develop and carry out water quality monitoring programs including water safety plans
- Conduct reviews, learning events, surveys at project locations.
- Liaise with the WASH Engineering team throughout the planning, design and implementation stages to create synergy effects;
- Actively participate in weekly management and team meetings.
- Ensure involvement of project partners in all stages of project cycle.
- Liaise with Oxfam programme support functions (Finance, Logistics) regarding support to project partners.
- Represent Oxfam, manage and monitor the activities of PHP and community facilitators selected from IDP’s and vulnerable communities to implement part of the technical public health promotional activities
- Ensure that all work is carried out in a way that is sensitive to community needs and gender issues to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam programme does no harm to anybody and is an opportunity for peace making.
- Supervise the public health and hygiene promotion activities, implemented by partners’ organizations or directly by Oxfam and to provide technical support to the WASH team by sharing knowledge and experiences.
- To report regularly, verbally and in writing to the WASH Manager.
- Working closely with the targeted communities and responsible for the creation of communities committees and ensure the sustainability on the designed interventions.
- Responsible for the public awareness and public complains activities in various interventions in addition to water governance.
- Support the gender justice officer (SL) to ensure that gender issues have been mainstreamed across all activities.
- Support the WASH Engineering Officer and team in preparing and supporting monitoring and evaluation visits by management and donors and disseminating related lessons learned.
- Responsible for keeping a log of all 'lessons learnt" during the project
- When requested by the WASH manager, participate in assessments of existing water, sanitation and hygiene facilities in the Palestinian Territories (The Gaza strip).
- Support WASH manager and the saving lives MEAL officer to supervise the implementation of monitoring and evaluation practices in line with the Common Approach to Monitoring and Social Accountability (CAMSA) for all WASH projects.
Partner Management & Capacity Building (15% )
- In coordination with the WASH manager build partner capacity where necessary through providing directly, or organizing, training in relevant areas of weakness (financial, logistical, funding, project cycle management, technical PHP skills).
- Coordinate closely with other staff both within and across teams including close coordination with other programme teams supporting opportunities for synergies and added value in programme implementation.
- Working closely with the Programming Quality and Funding Officer, ensure Oxfam partners are managing projects and grants according to agreements and Oxfam Procedures, through participating in Grant Opening and Closing Meetings with Partners for all agreements.
External Coordination (10%)
- Support the WASH Manager to maintain contacts and relations with key players involved in PH including other agencies, local authorities, CBOs and beneficiaries
- Provide analytical inputs on the severity, scale and causes of PH in Gaza, through information and coordination with other organizations.
- Support identification of new priority areas and activities, such as conducting Public Health needs assessments annually.
- Participate in internal and external coordination meetings related to the role, as per WASH Manager request.
- Undertake additional tasks reasonably assigned to you by your line manager or designated person.
Commitments to WASH Team and Internal Communication (5%)
- Active participation of PH weekly team meetings
- Contribute to Oxfam organizational activities and events as per request
- Contribute to the needs assessment and WASH team capacity building events and activities.
- Support the WASH field supervisor in the implementation of WASH and PH interventions.
- Participate and contribute to Oxfam Gaza and joint team meetings
- Communicate with Oxfam wider team in particular saving lives working group in the areas of joint or similar interventions
Technical Skills, Experience & Knowledge
Essential
- Graduate from a recognised university with relevant qualifications in Social Sciences, Public Health, and Environmental Engineering.
- At least 4 years’ experience of work in emergency or development context projects preferably in the field of water, sanitation and hygiene and/or protection;
- Good knowledge in public health promotion and environmental impacts
- Able to collect, enter and analyse data against project indicators;
- Excellent resource (people/finance/assets) management skills and experience for projects/themes.
- Experience in working with partners including monitoring, capacity development and designing/facilitating capacity development in public health.
- Demonstrated experiences of implementing MEAL practice Demonstrated experience of integrating gender into programming.
- The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations. Diplomacy, tact, and administrative skills to work with people at managerial and, on occasions possibly senior government levels.
- Ability to take decisions within agreed processes Can effectively influence outside own team and successfully represent program or issues.
- Contributing to strategic development at a wider level within the programme.
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
- Excellent communication and interpersonal skills;
- Proven knowledge of computerised systems; high degree of computer literacy and word processing

Salary
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range 92,826 – 117,180 ILS gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
