Background: The Public Health Officer works under the direct supervision of the Coordinator of the respective public health programme or geographical location or in small Country Offices directly under the WHO Representative. S/he receives technical guidance from various WHO Officers in the respective field of work.
The incumbent coordinates activities of local Public Health Officer but does not have direct supervisory or managerial responsibilities.

Description of Responsibilities:

FUNCTION 1 (INCL. EXPECTED RESULTS)
Coordinates data collection and data management activities, achieving results such as:
• Collection and compilation of data on various target populations, including analysis and interpretation of data.
• Management of information systems and timely dissemination of WHO updated information (e.g. reports and website) on a regular and prompt basis.
• Design and maintain databases of indicators relating to public health activities in WHO.
• Keep up to date on the latest information on newly emerging epidemic-prone diseases, public health threats and other significant issues.
• Establishment of baseline data on geographical distribution of health facilities, functions, type of services and manpower and periodic database update.
 
FUNCTION 2 (INCL. EXPECTED RESULTS)
Implements programme activities in the community in coordination and collaboration with the MoH, achieving results such as:
• Close follow up with the Ministry of health and other partners on the proper and timely implementation of the programme activities, including the administrative procedures.
• Visiting the communities and sites where target population are residing and reporting on the findings.
• Attending field health coordination meetings.
• Preparation of regular sit-reps on health condition of target populations.
 
FUNCTION 3 (INCL. EXPECTED RESULTS)
Takes initiative during emergencies to ensure fast action, achieving results such as:
• Provide technical assistance in preparedness, response and recovery to emergencies and disasters with focus on refugees’ crisis.
• Provide facilitation to the team in the implementation of the activities planned for Crisis Response.
 
WORK RELATIONS AND PARTNERSHIPS
The Public Health Officer liaises with various local partners, mainly to receive and provide data, to answer queries, or to alert them of any health threats. Furthermore, the incumbent can provide technical feedback on reports and make recommendations on best practice based on previous data gathered.
 
IMPACT OF FUNCTIONS
The Public Health Officer is responsible for supporting health partners in the implementation of strategies and policies to improve and ensure health response during and after crisis. Through keeping up to date on the latest information on public health activities, lessons can be learnt to improve health response during and after crisis

Job Requirements

Qualifications : PROFESSIONAL EXPERIENCE AND KNOWLEDGE
At least 1 year of experience required in health sector coordination at national and international level.
Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

LANGUAGE SKILLS
Fluent in English and the local language. Knowledge of another WHO official language is an asset.
 
EDUCATIONAL BACKGROUND
Master degree in Public Health and a first level university degree in a health related field
MD degree is an asset
